Based on approved master plans, projects and action plans, the province has instructed relevant agencies and local authorities to step up public outreach and encourage farmers to restructure crop patterns, converting low efficiency farmland, riverbank and streamside plots, and other agricultural areas to vegetable cultivation. At the same time, farmers are encouraged to apply scientific and technical advances and adopt safe production standards such as VietGAP and organic practices. Thanks to the consistent and effective implementation of these measures, a number of commodity-oriented vegetable production zones have gradually taken shape in several communes and wards, including Mường Thanh, Thanh Nưa, Thanh Yên, Sam Mứn, Tuần Giáo and Mường Ảng.
With the agricultural restructuring program being implemented in a rigorous and coordinated manner, vegetable production across the province is steadily moving toward a more market-driven and sustainable model. According to the Department of Agriculture and Environment, the total vegetable growing area in the province has now reached about 5,588 hectares and continues to expand. Crop varieties have become increasingly diversified, while productivity, quality and product value have improved significantly. Many models of safe vegetable production, off-season crops and high tech cultivation in net houses and greenhouses have proved effective, helping raise household incomes, create stable jobs and better meet market demand both within and outside the province.
Alongside expanding cultivation areas, Điện Biên has also attached importance to certification for safe production and to organizing production along value chains, identifying these as key solutions under the agricultural restructuring program. Currently, the province has one facility certified under VietGAP, covering 13 hectares of winter melon, and one facility certified for organic production with 5.05 hectares of vegetables and fruits. Province-wide, seven safe food supply chains have been established for vegetable and fruit products. In addition, three vegetable and fruit products in Điện Biên have been recognized with OCOP three-star certification, namely Tìa Dình winter melon, Nam Dương winter melon, and the year round climbing bean product of Noong Luống Integrated Agricultural Cooperative in Thanh Yên commune.
In the Điện Biên basin area, Sam Mứn commune is one of the province’s largest vegetable growing localities. The commune currently has 136.82 hectares under vegetable cultivation, mainly concentrated along the Nậm Rốm and Nậm Núa rivers, with an estimated annual output of around 1,882 tons. Nguyễn Thị Huyền, Vice Chairwoman of the People’s Committee of Sam Mứn commune, said that vegetables have been identified as a key economic sector. In the coming period, local authorities will continue to intensify public communication and mobilize farmers to invest in production, with a focus on expanding clean and safe vegetables under organic-oriented practices, thereby increasing product value and farmers’ incomes.
Under Resolution No. 11-NQ/TU dated December 31, 2025, issued by the provincial Party Committee, Điện Biên has set a target of expanding the province’s total vegetable growing area to about 6,500 hectares by 2030 and establishing concentrated production zones, with a focus on the communes and wards of Thanh Nưa, Thanh An, Thanh Yên, Sam Mứn, Núa Ngam, Nà Tấu, Tìa Dình, Na Sang, Si Pa Phìn, Tuần Giáo, Quài Tở, Mường Thanh and other suitable localities. To translate the resolution’s objectives into action, the Department of Agriculture and Environment has proactively advised the provincial authorities to prioritize the development of sustainable specialized vegetable production areas, link production with market outlets, meet in-province demand, and further promote the adoption of safe production standards such as VietGAP and organic farming.
With a long term orientation and concrete measures in place, Điện Biên’s agricultural sector is shifting decisively from extensive growth toward improved quality, value and efficiency. As a result, the province’s agricultural products are gradually strengthening their competitiveness in the market, improving farmers’ incomes and making a positive contribution to local economic growth.
