The Điện Biên provincial Museum Project stands as a particularly significant cultural endeavor, aimed at not only preserving and promoting historical values but also creating a powerful engine for local tourism growth. To facilitate this project, authorities are recovering 5,991.2 square meters of land, affecting 14 households and individuals along with four organizations. As a key project managed directly by the Region 1 Project Management and Land Fund Development Board, site clearance is a high-priority task.
Although several construction items are already underway, lingering clearance issues continue to hamper the overall schedule. On March 12, 2026, the Điện Biên Phủ ward People’s Committee officially issued land recovery notices to all affected parties. While 100% of the asset tallying for residents is complete and compensation plans were submitted for approval as early as December 22, 2025, a major bottleneck remains. Many families have yet to agree on the specific compensation prices provided in the appraisal certificates, and there is a lack of consensus regarding the proposed resettlement locations within the provincial administrative center. Despite the issuance of three formal approval decisions for the compensation plans, the level of public consensus has not yet reached expectations.
In response to these issues, the Region 1 Project Management and Land Fund Development Board worked closely with relevant agencies between March 6 and March 12, 2026, to review and adjust dossiers. They appraised and approved supplementary plans for six households whose land area increased compared to their original land use certificates, ensuring legitimate rights and creating a firmer legal basis to push the clearance process forward.
Site clearance for the 220kV Sơn La - Điện Biên power line project has also seen many positive shifts. This large-scale infrastructure project affects 80 households and six organizations across more than 27,800 square meters, stretching through the communes of Nà Tấu and Mường Phăng, as well as Điện Biên Phủ ward. In Mường Phăng, the outcome is highly encouraging, with all 51 households and two organizations having received their compensation and handed over the land. Similarly, the Pá Khoang area has reached 100% completion, creating favorable conditions for construction units.
However, in Nà Tấu and Điện Biên Phủ ward, a few cases of withheld land handover still persist. Specifically, two households and one organization have not yet complied, despite approved compensation plans and the consensus of the majority of other residents. The primary causes involve a lack of agreement on specific benefits and a cautious “wait-and-see” attitude among some residents. Consequently, the Region 1 Board is continuing to work with local governments to intensify propaganda and dialogue, while also reviewing land user information with investors to ensure absolute accuracy and prevent future complaints.
To drive socio-economic growth, the Region 1 Project Management and Land Fund Development Board is currently managing 14 different site clearance project lists as of early March 2026. This vast workload requires seamless coordination to accurately determine land origins, current usage status, and transparent asset counts. Moving forward, the unit will continue to prioritize the public disclosure of project information and compensation plans so that residents fully understand their rights and obligations.
The focus remains on deep-rooted propaganda combined with direct dialogue to listen to the concerns of the people, thereby creating a unified spirit during implementation. Although many difficulties remain, the active and responsible involvement of all levels and sectors is creating the positive momentum needed to ensure that these projects contribute effectively to the sustainable development of the province in the coming years.
