Since the two-tier local government model was introduced, the Điện Biên Phủ power management team has taken on a larger operational workload. The unit now manages 649.04km of medium-voltage lines, 593.93km of low-voltage lines, and 356km of power telecom cables. It also operates 358 distribution substations, ensuring stable electricity supply for 46,369 customers in the area. Following organizational streamlining, the team has worked closely with local communes and wards to raise awareness of protecting high-voltage power line right-of-way, preventing power grid incidents, reducing fire and explosion risks, and promoting efficient electricity use.

Trần Văn Long, Head of the Điện Biên Phủ power management team, said: “To make safety communication effective, we must first achieve a common understanding within our staff. Only when employees master the knowledge and skills can they deliver accurate, practical information to the public. With the two-tier government system in place, we have renewed our outreach methods, combining social media with the public administration service centers in local communes and wards. Audio clips and videos are shared at villages and neighborhoods, especially targeting households with smartphones. This allows residents to easily access information on safety rules, prohibited acts, and illustrated accident cases. The visual and engaging approach not only helps people better understand the risks but also fosters stronger safety awareness, protecting communities from electrical accidents.”
To maximize impact, the team has used a wide range of outreach activities, including banners, safety and energy-saving manuals, flyers on power line right-of-way protection, and public screenings of accident-related videos. Staff also deliver messages via loudspeakers mounted on mobile vehicles.

These diverse approaches have significantly improved community awareness of safe, efficient, and economical electricity use. Stronger communication has helped prevent accidents, minimize fire and explosion risks, and, most importantly, encouraged broad public participation in protecting power line right-of-way and complying with safety regulations.
Trần Xuân Bình, a resident of Điện Biên Phủ ward, shared: “Before, we didn’t fully understand the dangers of violating the power line right-of-way. Now, through loudspeaker announcements, videos, and flyers, people know better how to prevent risks and save electricity. The close coordination between the power sector and local neighborhood groups has made safety communication more accessible and easy to grasp. This is practical and reassuring for our daily lives and production.”
The campaign highlights the Electricity Law No.61/2024/QH15 and Decree No.62/2025/NĐ-CP, helping people understand the rules for protecting power facilities, avoiding power line right-of-way violations, preventing electricity theft, and protecting industry equipment. At the same time, the team guides residents to identify hazards, prevent accidents, avoid fires, and practice energy efficiency.

Lường Văn Chựa from Mường Pồn commune, Điện Biên province, noted: “The power team communicates through mass media, mobile loudspeakers, and even in ethnic languages, which makes it easier for us to understand. They emphasize rules on power line right-of-way protection, accident prevention, and prohibited acts, while advising against planting tall trees near high-voltage lines. Thanks to this, local people are more compliant, reducing risks and ensuring stable, continuous electricity supply.”
Through flexible, accessible, and timely communication, the Điện Biên Phủ power management team has delivered clear results: raising public knowledge, encouraging safe and efficient power use, and safeguarding electrical infrastructure. This provides a vital foundation for building a community that actively protects the grid, prevents risks, and contributes to sustainable socio-economic development.
