Not letting administrative mergers delay public investment disbursement

ĐBP - In the context of reorganizing administrative units into a two-tier local government model, ensuring that public investment disbursements are not delayed or disrupted has been identified as one of the most urgent tasks for Tuần Giáo district, Điện Biên province.

Over the recent period, the district People’s Committee has focused on directing and implementing decisive measures to accelerate the progress of key projects in the area.

Mùn Chung Ethnic Boarding Secondary School project has exceeded the disbursement plan.

The project for Mùn Chung Ethnic Boarding Secondary School, located in Mùn Chung commune, has a total investment of VND 14 billion from the National Target Program for Sustainable Poverty Reduction (2021-2025). The construction scope includes: four classrooms, six functional classrooms, an 18-room dormitory, a kitchen, a dining hall, and other auxiliary structures. This project is aimed at improving the infrastructure to support teaching and learning activities, thereby gradually enhancing the quality of education and contributing to the local human resources development strategy.

The project broke ground on October 19, 2024, and so far, the school building, functional classrooms, and dormitory have been completed, with painting and electrical installation ongoing. The kitchen, dining hall, and auxiliary works are also in progress. As of June 6, 2025, the district has disbursed VND 7.588 billion, which is over 68% of the year’s allocated capital. The project is expected to be completed ahead of schedule, with handover planned for September 2025.

Đinh Danh Phán, the project supervisor from the district’s Project and Land Development Management Board, said: “To date, more than 70% of the contract value for Mùn Chung Ethnic Boarding Secondary School has been completed, and we expect to hand over the school in September 2025, one month ahead of the original schedule. We have managed to clear the land and hand over a clean site to the contractors. Furthermore, we regularly supervise the contractors to ensure that they focus on machinery and manpower, meeting both quality and progress targets.”

The infrastructure project at the Đỏ Hill junction in Tuần Giáo township has a total investment of VND 19.95 billion, including the construction of sidewalks, leveling areas for trees and mixed-use land, embankment works, and drainage systems. As of now, the Tuần Giáo district’s Project and Land Development Management Board has carried out compensation and land clearance for 16 households and 3 organizations, covering a total area of 9,685.3m2. Construction work on the embankment and drainage system is underway, with the project expected to be completed by December 2025.

In 2025, Tuần Giáo district was allocated VND 246.490 billion from local budgets, central government funds, and national target programs. By June 6, 2025, the disbursement of the planned funds had reached VND 54.862 billion, or 22.3% of the allocated capital. Of this, 41.7% of local government funds, 33.1% of central government funds, and 18.7% of the national target program funds had been disbursed.

One of the main challenges causing delays in public investment disbursement is land clearance. Recently, the policy of merging administrative units and streamlining government structures has led to hesitation among some officials. Some contractors and construction units are cautious, worried that the restructuring will affect project approval and payment processes.

Workers are upgrading the road from National Highway 6 to Rạng Đông commune, Phình Sáng commune, and Phàng Củ village.

Tuần Giáo district recognizes that the immediate task is to stabilize the mentality of officials during the pre- and post-merger phases of administrative units. There is also a strong emphasis on communications and guidance to ensure that officials feel secure in their roles and are not affected by organizational changes. The district regularly reviews disbursement progress and adjusts the budget for projects that are falling behind, while also transferring funds to projects that have higher disbursement rates.

To avoid delays in project completion due to administrative mergers, leaders of specialized agencies and project units must actively monitor key projects’ progress. Enhanced supervision is necessary, from the initial survey and design phase to the construction process. Experts should keep a close watch on contractors, ensuring that the construction is completed promptly and meets quality standards. Moreover, they should expedite the finalization of payments for projects with completed work.
