Between 2021 and 2025, Nậm Nèn commune (Điện Biên province) has effectively leveraged investment funds to develop rural infrastructure, boost agricultural production, and improve local livelihoods. The commune’s total investment for the program reached VND 36,139 million, including VND 21,161 million in development capital allocated to two projects and VND 14,978 million in regular capital for 10 projects and three subprojects. By 2025, disbursement is expected to reach 100% of the plan.

Đặng Anh Tuấn, Chairman of the Nậm Nèn commune People’s Committee, explained: “Our policy is to focus on mobilizing capital from national target programs, combining infrastructure investment with production support to improve people’s quality of life. From 2021 to 2025, the commune organized vocational training for 335 workers and replaced temporary shelters for 171 households, helping reduce the poverty rate to 44.63% and the near-poor rate to 22.87%.”
In recent years, Na Sang commune has accelerated public investment disbursement, driving clear progress in agriculture and rural development. With a total public investment of VND 234,000 million during 2021-2025, the commune has prioritized socio-economic infrastructure. This included building and upgrading more than 10 kilometers of local roads, constructing five concrete bridges, repairing five suspension bridges, upgrading four irrigation works, and building six embankments totaling 3.1 kilometers to protect farmland, residential areas, schools, and public facilities.

As a result, 92.66% of households are now connected to the national power grid, and 95% have access to hygienic water, with 26.7% using clean water that meets standards. Rural transport has also improved, with 85.77% of village roads paved with concrete and 77.2% of internal roads hardened, easing production and daily life. The commune’s total program budget reached VND 3,654.46 million, with VND 3,570.47 million disbursed to date, achieving 97.7% of the plan.
Speaking about the changes, Trần Văn Phương, a resident of Na Sang, said: “We are very pleased that the local government has invested in roads, bridges, electricity, and water. Thanks to these resources and production support, our lives have improved, and many families now have better conditions to develop production and increase income.”
From 2021 to 2025, Điện Biên province mobilized VND 13,159,569 million to implement the national target program on new rural development. This included VND 769,927 million from the central budget (with VND 664,468 million in development capital and VND 105,459 million in regular capital), VND 38,496 million from the local budget, VND 4,156,931 million from integrated programs and projects, VND 7,550,000 million in credit, VND 614,537 million from enterprises, and VND 29,678 million contributed by residents. Capital allocation followed the principles of focus, transparency, and priority for disadvantaged communes, in line with the Law on public investment, the state budget Law, and current regulations.

Compared to the 2016-2020 period, total mobilized resources have increased, particularly through the integration of funds from multiple programs and projects. Alongside state budget allocations, the province has encouraged greater social participation, mobilizing contributions of land, materials, and labor from businesses and communities. This approach has reduced reliance on the state budget while strengthening local ownership.
Điện Biên has also aligned resource allocation closely with the program’s targets for 2021-2025, focusing funds on key priorities suited to local conditions to maximize investment efficiency. Thanks to this, essential infrastructure has been built, rural areas have seen positive transformation, and people’s income and living standards have improved.

Over the past five years, rural residents’ lives have seen significant improvement. By 2024, the average annual per capita income in rural areas was estimated at VND 19.52 million. At the same time, the province implemented a vocational training scheme for rural workers linked to agricultural restructuring. A total of 9,137 people received vocational training support, including 204 at college level, 814 at intermediate level, 5,186 at elementary level, and 2,933 in courses under three months. As a result, the proportion of trained workers reached 62.15%, improving human resource quality, driving rural economic transformation, and boosting incomes.
With strong political commitment and flexible approaches, Điện Biên province has been effectively mobilizing and using resources to invest in infrastructure, promote production, and build sustainable livelihoods. These achievements are reshaping the rural landscape, improving incomes and living standards, and laying the foundation for localities to continue meeting new rural development targets and advancing sustainable socio-economic growth in the years ahead.
