Proactive responses from the grassroots level
Tasked with supplying electricity to over 26,000 customers from the Điện Biên basin to border communes, Thanh An Power Section manages nearly 800km of power lines and nearly 200 substations across complex mountainous terrain, posing numerous operational challenges. During the rainy and flood season, this area frequently experiences thunderstorms, lightning, and heavy rains, escalating the risk of power grid incidents.
Facing this reality, the unit has proactively implemented synchronized solutions, focusing on reviewing vulnerable areas while fully preparing human resources, materials, and vehicles under the “four on-site” motto to stand ready for timely responses when natural disasters strike.
Lê Ngọc Tuấn, Head of Thanh An Power Section (the Điện Biên Power Company), stated: “In May 2026, several incidents occurred in our assigned area due to thunderstorms causing broken and collapsed utility poles. Immediately upon receiving the information, the unit urgently mobilized forces and means to rectify the issues, early restoring power supply to customers. Currently, Thanh An Power Section continues to maintain assault teams to remain ready to respond to and promptly handle incidents during the rainy and flood season, ensuring safe and stable power supply.”
Enhancing awareness of safe electricity usage
In Điện Biên province, the rainy season always harbors multiple risks of electrical unsafety due to the impacts of thunderstorms, heavy rains, and landslides. In rural, remote, and isolated areas, the electrical systems behind the meters of many households can become damaged, short-circuited, or suffer from electrical leakage during extreme weather developments.
Facing this reality, the power sector is intensifying dissemination and guiding residents to proactively inspect their household electrical systems, use electricity safely in livestock barns and aquaculture ponds, avoid hanging or drying items on power lines, and promptly notify the power unit when safety hazards are detected. Raising awareness of safe electricity usage is one of the vital solutions to limit incidents and protect the lives and property of citizens during the rainy and flood season.
Lò Văn Hặc, a resident of bản Củ, Mường Ảng commune, shared: “During the rainy season, power must be turned off early. When there is lightning, the electricity must be switched off, and we should not install equipment ourselves to ensure safety. With this heavy rain, families must pay attention to cutting power early, and if an incident is detected, report it to the power section; if a large tree falls onto the power line, report it so the power agency can come and support in cutting it down.”
Readiness of rescue and response forces
Electrical incidents occurring during the rainy and flood season not only disrupt the power supply process but also harbor numerous risks to the lives and property of citizens, agencies, and units. Alongside technical work, Thanh An Power Section also regularly dispatches officials to the grassroots level, proactively guiding residents to check their household electrical systems and appliances, thereby contributing to minimizing safety risks in electricity consumption.
At this time, the internal assault support teams of the Company and units under the Northern Power Corporation are maintained in a high state of readiness. The force is fully equipped with vehicles, equipment, materials, tools, instruments, and labor protection gear, standing ready to mobilize to the scene as soon as an order is issued by the Company’s Steering Board for Natural Disaster Prevention and Control and Search and Rescue, thereby shortening the time to handle and restore electricity supply in affected areas.
Given the forecasts that the 2026 rainy and stormy season will continue to see complex developments, Điện Biên Power Company has proactively deployed natural disaster prevention and control and search and rescue plans following the directives of the Prime Minister, Vietnam Electricity, and the Northern Power Corporation. Recently, the Company issued a document requesting departments, boards, and subordinate units to urgently review and perfect response plans, ensuring safety for workers, limiting property damage, and rapidly restoring power supply when incidents happen.
Accordingly, the “Four on-the-spots” motto is synchronously deployed across units, featuring the full preparation of human resources, materials, vehicles, and backup equipment. Inspections, grid reinforcement, the addition of backup materials, and the construction of response scenarios are also stepped up to enhance incident handling capabilities and minimize power supply disruption times during the rainy and flood season.
Trần Đức Dũng, Director of Điện Biên Power Company, recommended: “During the rainy and stormy season, residents must not arbitrarily repair electrical faults without cutting off the power source or while standing in wet areas. When detecting safety hazards such as collapsed utility poles, severed power lines, or trees breaking and falling onto lines, citizens need to maintain a safe distance and promptly notify the power sector through the customer care hotline at 1900 6769 for support and handling.”
Over the past years, Điện Biên Power Company has focused on investing in grid renovation and putting numerous automation devices into operation to enhance power supply reliability and minimize incidents during the rainy and stormy season. However, given the vast and divided terrain with many remote, isolated, and hard-to-access areas, prevention work is still identified as the core solution to ensure safe and stable power grid operation during the rainy and flood season.
