Reaching net zero by 2050 is no small challenge for Điện Biên. Yet within this challenge lies an opportunity: to shift from a “brown” to a “green” growth model, fully tapping into its renewable energy potential, vast forests, and ecological agriculture.
Immediately after COP26, the province assigned clear responsibilities to departments and localities. Priorities include raising public awareness, boosting climate resilience, cutting emissions in production, business, services, and transport, transferring clean technologies, improving energy efficiency, and promoting low-emission, climate-smart agriculture. Điện Biên is also strengthening international cooperation, attracting investment, and mobilizing resources for sustainable growth.
Developing renewable energy and modernizing power infrastructure is central to Điện Biên’s low-carbon transition. Between 2025 and 2030, the province has approved more than 900MW of solar power, over 1,000MW of wind power, and 400MW of pumped-storage hydropower - a “natural battery” for energy storage. Many domestic and foreign investors have surveyed projects in Mường Ảng, Tuần Giáo, Na Son, and Tủa Chùa. Renewable energy development not only reduces dependence on fossil fuels but also opens up clean industry opportunities linked to the carbon credit market.
According to Vũ Hồng Sơn, Director of the provincial Department of Industry and Trade, Điện Biên is reviewing and adjusting projects under the national power development Plan VIII to align with sustainable energy goals. The province is also expediting ongoing hydropower projects while preparing to launch two wind power plants with a combined capacity of 300MW.
The green transition roadmap is also expanding into transport sector. Following the Prime Minister’s Decision No. 876/QD-TTg on green energy transition in transport, Điện Biên now has around 576 electric cars, more than 4,100 e-motorbikes, and 40 e-scooters. Three out of eight taxi companies have already switched to EVs. The province has also introduced new bus routes prioritizing clean-energy fleets, expanded charging infrastructure, and encouraged logistics and freight operators to move towards electrification. These steps not only cut CO2 and methane emissions but also reduce noise pollution and improve urban living standards.

The green shift is also extending to urban development. From 2025 to 2040, the province plans to pilot an eco-friendly residential area with solar-powered lighting, ecological drainage, and non-fired materials; transform an inner-city park into a “model eco-park”; and plant 10,000 native urban trees. If energy, transport, and urban planning are the spearheads of Điện Biên’s green transition, then agriculture, forestry, and waste management are the pillars. The province has piloted climate-smart rice cultivation on 86 hectares, cutting an estimated 172 tons of carbon emissions. Techniques such as alternate wetting and drying irrigation, “three reductions, three gains,” and “one must, five reductions” are applied annually on nearly 10,000 hectares of rice to curb methane emissions.
Forestry is another focus. Điện Biên has turned its COP26 commitment into reality with a series of comprehensive measures. Since 2021, Điện Biên has regenerated over 66,000 hectares of forest, planted nearly 2,600 hectares of new forest, and maintained more than 3,900 hectares, as part of Vietnam’s national program to plant one billion trees. The province now has over 4 million hectares of forest, mostly natural, and has approved six sustainable management plans covering 78,000 hectares of protection, special-use, and production forests. Forests serve as both “green lungs” and “natural carbon sinks”.
Điện Biên is embedding emission-reduction targets across production, livestock, disaster management, and construction. Circular livestock farming models that recycle agricultural by-products for feed or organic fertilizer are being scaled up. In waste management, the province encourages source separation, invests in modern technologies, gradually reduces landfill, and promotes waste-to-energy initiatives. In construction, new projects are required to comply with environmental standards, ensure energy efficiency, and prioritize green buildings tailored to local conditions. Overall, solutions across agriculture, forestry, and waste management revolve around the principles of emission reduction, carbon absorption enhancement, and resource regeneration, aiming for a green economy in harmony with nature.
The initial efforts have laid an important foundation for Điện Biên to deliver on its COP26 commitments. According to Nguyễn Văn Tới, Deputy Director of the provincial Department of Agriculture and Environment, the province will continue to refine its institutions and policies on climate change response in the coming time. It will also diversify resources, integrate climate considerations into development planning, promote green technology, and strengthen emission measurement and verification capacity to better adapt.
In disaster prevention, the province is enhancing forecasting and early warning, developing practical response plans, and stepping up communication to build community resilience, contributing to the national net zero target by 2050.
By 2030, Điện Biên aims to cut energy demand by about 7%, reduce power losses to 5.5%, replace outdated equipment with energy-efficient technologies, and upgrade urban lighting systems. The province plans to lower electricity consumption by 40% and complete the replacement of all high-pressure sodium lamps with LEDs in Điện Biên Phủ city and district centers. At the same time, it will develop the construction materials industry along sustainable lines, aligned with environmental protection, resource conservation, and the preservation of historical and cultural heritage, ensuring both economic and social benefits.
Delivering on COP26 commitments is not only an international responsibility but also brings tangible benefits to the locality. Every renewable energy project, every hectare of forest preserved, and every clean agricultural product serves as living proof of sustainable development. While the road to net-zero emissions by 2050 remains long, with joint efforts from both authorities and citizens, Điện Biên can turn challenges into opportunities and contribute to the global fight against climate change.
