In the healthcare sector, the presence of the private economy has become more pronounced than ever, with nearly 200 non-public medical facilities currently licensed to operate across the province. Many of these clinics have invested heavily in modern diagnostic machinery and expanded their paraclinical services while integrating digital management systems to ensure that consultations are both rapid and precise.
A notable example is the Minh Giang General Clinic in Mường Thanh ward, which commenced operations in February 2025. This facility features advanced medical equipment including 32-slice CT scanners, 0.3 Tesla MRI machines, 5D ultrasounds, and digital DR X-ray systems. Beyond hardware, the clinic has introduced specialized interventions such as thyroid tumor treatments and laser therapy for varicose veins while frequently inviting experts from central-level hospitals to provide specialized care. Such investments are fundamental in meeting the rising healthcare demands of the local population and building long-term institutional trust.
Manufacturing is another arena where the private sector is proving its worth through innovative production linkages and technological adoption. The Tâm Thiện Cooperative in Thanh An commune serves as a prime case study in this evolution. Specializing in Điện Biên’s signature rice varieties, including two OCOP-certified products, the cooperative invested approximately VND 8 billion in a modern milling system in 2024. This upgrade effectively quadrupled their capacity to nearly 30 tons of rice per day while simultaneously increasing the product’s market value by 10% due to improved quality and lower breakage rates.
Despite a threefold increase in consumption during 2025 with markets stretching to Hanoi and surrounding provinces, the cooperative still faces a bottleneck in its raw material zone, which currently covers only 150 hectares. Trần Thị Hương Quế, the Director of the cooperative, has emphasized the urgent need for land consolidation and closer collaboration between the state, enterprises, and farmers to create larger, more professional production areas for specialty rice.
Looking at the broader economic landscape, Điện Biên now boasts more than 1,500 private enterprises with a total registered capital exceeding VND 38,000 billion, alongside over 20,600 business households. This vibrant ecosystem contributes roughly 35% of the province’s GRDP and employs 65% of the local workforce. However, the path forward is not without its hurdles, as the majority of these firms are small-scale and struggle with limited financial capacity, technological gaps, and difficulties in accessing resources like high-quality human capital and land.
To address these challenges, a new policy framework has been established, anchored by the Politburo’s Resolution No.68-NQ/TW from May 2025 and the provincial Party Committee’s Resolution No.13-NQ/TU issued in late 2025. These documents set ambitious targets for the 2026-2030 period, including the goal of having 2,500 effectively operating enterprises and attracting between 50 and 90 non-budget projects annually.
By 2030, the private sector is expected to grow by 11% per year and contribute 40% of the provincial GRDP while providing 50,000 jobs with an average monthly income of VND 12 million. To turn this vision into reality, Điện Biên is focusing on administrative reform, improving the investment climate, and promoting digital transformation to ensure that the private sector remains a dynamic engine for socio-economic prosperity.
