Ensuring projects continue after local administrative restructuring

ĐBP - Following the recent restructuring and streamlining of the two-tier local government apparatus, the transfer of management for ongoing and completed infrastructure projects is being carried out urgently to ensure continuity. The goal is to avoid any delays or disruptions caused by the reorganization and merger of administrative units.

The Nam Thanh Primary School renovation and upgrade project, with a total investment of nearly VND 15 billion, was previously managed by the former Điện Biên Phủ City Department of Education and Training. After restructuring, the project was transferred to the Area 1 Project Management and Land Development Board (PMLDB).

To prevent construction delays, immediately after taking over, Area 1 PMLDB formed a supervision team to closely monitor the construction site, coordinate with contractors, and ensure both progress and quality.

According to Mr. Nhâm Đức Thiện, Deputy Head of the Project Management Division at Area 1 PMLDB, besides quickly taking over management, the unit identified some design inadequacies ,  such as the internal courtyard and outdoor stage,  and proposed design adjustments to maximize functionality once completed.

This is one of 14 ongoing construction projects now managed by Area 1 PMLDB. In addition, they have taken over: 3 projects approved for investment but not yet started, 16 completed projects pending final settlement, 22 projects completed before 2021 with outstanding capital debts, and 37 projects submitted for settlement but awaiting approval.

The Nam Thanh Primary School upgrade project is being rapidly completed by the contractor.

To ensure a proper, transparent handover in compliance with regulations, Mr. Ngô Cương Quyết, Acting Director of Area 1 PMLDB, stated that for ongoing projects, his team has inspected on-site progress, quality, and disbursement rates. Any previously accepted work remains the responsibility of the former managing unit. The new management will take over remaining construction tasks. For completed projects pending settlement, handover only occurs when all necessary documentation is available.

Area 3 PMLDB has been assigned 341 projects for takeover, including: 194 completed and in use, 24 completed but not yet in use, and 123 ongoing construction projects.

These projects are located in the former districts of Tủa Chùa and Tuần Giáo. According to Mr. Lê Quang Đạo, Acting Director of Area 3 PMLDB, handovers have been carried out with agreed-upon methods, covering both field inspections and legal documentation to avoid losses and unnecessary procedures. Once received, his team immediately directed contractors to resume work to ensure progress is uninterrupted.

For example, the project to supplement and upgrade primary and secondary schools in Sín Chải commune began in February 2025 and was scheduled for completion in December 2025. Upon takeover, it was found to be ahead of schedule. Given the upcoming school year, Area 3 PMLDB pushed contractors to accelerate work. The project is now nearly complete, exceeding planned workload, and is expected to be handed over before the 2025-2026 school year begins.

The provincial government has emphasized that project transfer is a priority task during administrative restructuring. To ensure transparency and compliance, the People’s Committee of Điện Biên province instructed departments, agencies, and investors to review and compile complete project lists before handover, and issued decisions to reassign project ownership from district to new management units.

The handover follows the principle of “transfer in original condition,” including all documents, allocated funds, and associated obligations at the transfer date. The new managing units must ensure uninterrupted disbursement, settlement, and construction, while the former units must finalize outstanding administrative work, such as appraisal, site clearance, and volume confirmation, until the handover process is complete. Staff under contract cannot resign or stop working before completing their handover responsibilities.

The official handover date is June 30, 2025, with a maximum of two months to finalize all procedures. With proactive efforts, units are working to complete the transition, resolve obstacles, and ensure that every project continues without being “frozen” during the restructuring process.
