This is a major and challenging goal; therefore, localities have proactively prepared necessary conditions and organized production according to the season to step-by-step realize the objectives of the resolution.
Accordingly, the entire province will have approximately 40,000ha of macadamia, over 20,000ha of coffee, along with 3,000ha of fruit trees such as pineapple and passion fruit; 6,500ha of crops, and a new expansion of 1,000ha of medicinal plants.
Based on the Resolution of the provincial Party Committee, in 2026, the entire province strives to plant 2,500ha of new macadamia and 5,000ha of new coffee, with resources primarily coming from production support projects under the National Target Programs. Implementing the Resolution, since the beginning of the year, the Department of Agriculture and Environment has advised the provincial People’s Committee to direct communes and wards to proactively implement tasks. Localities are reviewing land funds and organizing for residents to register for suitable planting, prioritizing four key crops: macadamia, coffee, passion fruit, and pineapple. Simultaneously, communes and wards are proactively preparing high-quality seed sources to ensure planting during the 2026 seasonal window. For localities unable to secure seeds independently, the grassroots government promptly proposes support from the Department of Agriculture and Environment to connect with quality suppliers, determined to complete 100% of the assigned plan.
Implementing the resolution on restructuring the agricultural sector of the 15th provincial Party Committee, in 2026, Tủa Thàng commune built a plan to convert approximately 100ha of upland fields to coffee cultivation. Identifying this as a new crop for the locality, from the beginning of the year, the Commune People’s Committee established working groups to go directly to each village to disseminate, mobilize, and guide residents to register.
Phạm Quang Long, Chairman of the Tủa Thàng commune People’s Committee, stated: “Currently, the entire commune has nearly 1,000 households in 6 villages, Tủa Thàng, Phi Giàng 1, Phi Giàng 2, Hồng Ngài, Làng Vùa, and Tà Huổi Tráng, registered to plant coffee with a total area of 221ha, far exceeding the original plan.”
To proactively secure seedlings, Tủa Thàng commune agreed on a plan to buy seeds and guide residents to nurse them locally. The commune People’s Committee organized a working group to visit and learn from coffee planting and care experiences in communes in the old Tuần Giáo district. Based on technical norms, the commune implemented a model for sowing seeds and nursing seedlings directly in the area; the seed source was purchased from the original garden in Quài Tở commune. Simultaneously, the commune People’s Committee coordinated with the Pha Đin Coffee Cooperative to support and guide residents through every stage from land preparation, ridging, and seed treatment to bagging and nursing. Commune agricultural officials frequently stay close to the grassroots to provide technical guidance throughout the seedling care process. To date, Tủa Thàng commune has basically completed the coffee seedling nursing, ensuring enough seedlings for the 2026 crop conversion.
In Tủa Thàng village, 70 out of 71 households have registered to plant coffee. Vàng A Tủa, Head of Tủa Thàng village, shared: “For generations, the people mainly planted corn, rice, and cassava, but the economic efficiency was not high. When the commune had the policy to plant coffee, officials came to the village to disseminate and guide us, and the people were very supportive. Recently, the commune brought seeds to support nursing; we trust and hope that coffee will help us escape poverty and rise to wealth like many other localities in the province.”
Chiềng Sinh commune is a key region in the province’s agricultural restructuring. In 2025, with the involvement of the entire political system, the commune’s agricultural production shifted toward increasing value; the area of industrial trees increased sharply, with more than 310ha of coffee and 182ha of macadamia newly planted, reaching 151% of the assigned plan. Entering 2026, the commune sets a goal to plant 800ha of new coffee, 150ha of macadamia, and coordinate with enterprises to develop over 500ha of macadamia.
To achieve this goal, at this time, across the villages of Chiềng Sinh commune, residents have proactively registered land areas for conversion to coffee and macadamia. Simultaneously, they are nursing seedlings to ensure quantity and quality, ready for planting when the rainy season arrives.
Đỗ Văn Sơn, Chairman of the Chiềng Sinh commune People’s Committee, stated: “Implementing the Resolution of the provincial Party Congress and the commune Party Congress, right from the beginning of 2026, the commune People’s Committee has focused on directing seedling nursing and stepping up dissemination to mobilize people to register and develop macadamia and coffee. At the same time, we create practical and effective emulation movements, thereby creating strong motivation for Chiềng Sinh to successfully implement the 2026 agricultural restructuring goals.”
Quàng Thị Cân, from Đông Thấp village, Chiềng Sinh commune, said: “Implementing the policy of crop conversion on upland fields, by the end of 2025, my family has developed 2ha of coffee and nearly 5ha of macadamia. In 2026, with the support of the local government, I continue to register to convert all remaining upland area to coffee. Currently, the nursing work is completed; I expect to plant according to the season by around June.”
In the 2026-2030 period, Mường Chà commune aims to develop 1,000ha of new coffee. From the beginning of the year, the commune launched emulation movements to celebrate the 14th National Party Congress, linked with political tasks to create a vibrant atmosphere. With high determination, in early December, the commune People’s Committee organized a launch to build nurseries and nurse coffee seedlings to provide for more than 450 households to plant on the registered area.
According to the plan, the entire commune strives to complete planting before June 30. Vàng A Chính, Secretary of the Mường Chà commune Party Committee, stated: “With a spirit of proactivity and high consensus from officials and ethnic groups, the locality is determined to complete the 2026 crop conversion goal, creating a foundation for the entire 2026-2030 period. Through this, we will gradually form a concentrated and sustainable coffee production area, contributing to increasing income, sustainable poverty reduction, and creating long-term livelihoods for the people.”
With the proactive and responsible involvement of party committees and authorities at all levels, along with the consensus and response of the people, the goals of restructuring the agricultural sector toward concentrated, green, smart, and sustainable commodities are being actively implemented. These initial results at the beginning of the term create more confidence and motivation for Điện Biên to strive to become the locality with the largest macadamia area in the country and rank second nationwide in Arabica coffee area by the end of the term.
