Điện Biên enhances provincial competitiveness

ĐBP - In recent years, Điện Biên province has synchronously implemented many solutions to strongly improve the business environment and enhance the provincial Competitiveness Index (PCI).

From streamlining and digitizing administrative procedures (APs), proactively creating a clean land fund, improving the efficiency of dossier resolution, to issuing flexible policies suitable for practical conditions, Điện Biên has been attracting many investors.

The Mường Thanh Market and Service Trade Project commenced in November 2023. The project is built on an area of 1.8 hectares, the first Category I market standard scale in Điện Biên province, including items such as: the main market area with a four-facade design, with three-story kiosks on the outside, 1.5-story kiosks inside, and a concentrated shopping area. Opposite the market area are 20 five-story commercial service houses with luxurious design. To date, the project has entered the final phase of completion. The main market area, in particular, has been basically completed and put into operation, meeting the business needs of the people.

Nguyễn Quốc Ngũ, Chairman of the Board of Directors and General Director of NQT Quảng Ninh Trading and Construction Joint Stock Company, shared: “During the implementation process, the project faced many difficulties, especially site clearance. But thanks to the close guidance of the provincial People’s Committee and the tight coordination of departments, sectors, and localities, many problems were resolved promptly, creating favorable conditions for the project to stay on schedule.”

Annually, the provincial People’s Committee issues specific action plans and programs to implement tasks on administrative reform, digital transformation, and enhancing competitiveness. Departments and sectors are assigned clear responsibilities, associated with checking and evaluating results according to each phase.

Shortening the time for resolving procedures and eliminating unnecessary, cumbersome steps to maximize convenience for businesses and investors is one of the important highlights in the province’s administrative reform. The time for issuing Enterprise Registration Certificates has been reduced from 3 days to 1.5 days or less. The province promotes the implementation of interconnected procedures in the network environment among the business registration agency, the Tax agency, and Social Insurance; encouraging businesses to submit dossiers online and receive results through public postal services. This streamlined and transparent process helps businesses easily carry out procedures remotely, significantly saving time and costs.

According to a report by the provincial People’s Committee, by the end of June, the entire province had 100 newly established enterprises with a total registered capital of VND 723 billion, an increase of 35 enterprises compared to the same period in 2024. Cumulatively to date, Điện Biên province has 1,391 operating enterprises, with a registered capital of VND 32,517 billion, along with 811 branches, representative offices, and business locations registered locally. In the first 6 months of the year, the province had 14 newly established cooperatives (HTX), raising the total number of HTXs to 354, with a total charter capital of VND 1,028 billion.

In addition, the provincial People’s Committee also decisively directed departments, sectors, and localities to synchronously implement solutions to shorten the time for issuing Certificates of Land Use Rights, ensuring publicity and transparency throughout the entire process. The province focuses on reviewing and resolving difficulties to increase the rate of certificate issuance for organizations and individuals; simultaneously completing the mechanism to create a clean land fund and speeding up site clearance progress to create favorable conditions for businesses to implement projects. Land-related procedures are simplified, the process is transparent, minimizing maximum annoyance for residents and businesses. Resettlement work is implemented effectively, ensuring the legitimate rights of the people when the State recovers land, contributing to creating consensus during the development process.

The positive changes in improving the PCI criteria stem from the dynamic, pioneering spirit and the decisive leadership and direction of the provincial leaders. The provincial People’s Committee requires departments and sectors to proactively accompany businesses, promptly resolve difficulties and problems within the legal framework, considering businesses as “development partners” throughout the operation process. The provincial leadership regularly maintains meetings and dialogues with the business community to listen to feedback from reality and adjust management methods accordingly. The work of propagating mechanisms and policies and deploying support programs for businesses is implemented practically and effectively, helping businesses easily access and benefit from their rights.

Thanks to the decisive involvement of Party committees and governments at all levels, Điện Biên’s PCI has continuously increased since 2022. In the first 6 months of 2025, the province approved the policy for 6 projects with a total capital exceeding VND 1,193 billion. Cumulatively, the entire province has 216 projects approved for investment policy, 128 of which have been completed, and 88 projects are being implemented with a total capital of over VND 34,532 billion.

The positive results in the PCI index affirm that Điện Biên is gradually becoming a dynamic, potential-rich locality ready to break through. In the coming time, the province will continue to prioritize administrative reform, enhance management quality, focusing on the satisfaction of residents and businesses. At the same time, it will maintain dialogue, resolve difficulties from the grassroots, accelerate digital transformation, and perfect infrastructure; building a transparent and stable investment environment, aiming for sustainable development in the coming years.
