Upon receiving notice to collect their payments at the headquarters of the commune People’s Committee, residents of Chiềng Sinh commune arrived early. The joy was evident on their faces, as the payments represented not only contractual income but also the fruits of years of trust and commitment to the local rubber development policy.
Among the early participants, the family of Lò Bích Hồng from Nà Sáy 2 hamlet (Chiềng Sinh commune) agreed to contribute nearly three hectares of land for rubber planting. After years of care and patience, since 2019, her family has regularly received revenue shares from harvested rubber output, helping to stabilize their livelihood.
Hồng said: “The company has paid our revenue shares from rubber harvesting promptly and in full. All amounts are clear and accurate, so we feel reassured. Thanks to this income, my family has better means to cover daily expenses and support our children’s education.”
Chiềng Sinh was among the localities that introduced rubber cultivation early, resulting in a sizable area now yielding latex. Since rubber trees entered the harvesting phase, land contributing households have benefited directly from latex production. In the August 2025 payout, the Điện Biên Rubber Joint Stock Company disbursed more than VND 2.3 billion in revenue shares from 2024 rubber output to 435 households and individuals who contributed land under duly signed contracts in the commune. The entire process was conducted openly and transparently, ensuring lawful benefits for residents.
Đỗ Văn Sơn, Chairman of the Chiềng Sinh commune People’s Committee, emphasized that timely and full payments by the company have strengthened public trust in both the enterprise and the local rubber development policy. This is a crucial factor enabling residents to focus on production and plantation care, continue partnering with the company, and help expand healthy, high yield rubber plantations in the area.
Since taking root in Điện Biên province, rubber trees have helped green barren land and hillsides, gradually proving their role as an economically efficient crop that provides sustainable livelihoods for local people. Once plantations enter the harvesting stage, hundreds of local workers gain stable jobs, while land contributing households benefit directly from output. Under contracts with Điện Biên Rubber Joint Stock Company, land contributors receive 10% of the value of harvested product sales, ensuring a balanced sharing of benefits between businesses and residents.
Honoring its commitments, from August 12 to 22, 2025, the company completed payments totaling more than VND 14.6 billion to over 4,000 households and individuals across 10 communes and wards with land contributed for rubber cultivation. The total area of plantations eligible for latex harvesting in this round reached 3,558 hectares, reflecting the scale and effectiveness of the province’s rubber raw material zone.
To facilitate access for residents, payments were made through two flexible methods: bank transfers for individuals with accounts, and direct cash payments at the offices of commune and ward People’s Committees where the land is located. This approach ensures convenience, safety, and suitability to local conditions.
To guarantee accuracy, transparency, and proper targeting, prior to disbursement, the company sent detailed notices to communes and wards, publicly posting schedules, venues, beneficiary lists, and plantation areas for each household for verification. The company worked closely with local authorities, assigning staff to supervise and assist throughout the process, promptly addressing concerns and safeguarding residents’ lawful interests.
Recent payouts for land contributions to rubber cultivation across the province underscore the company’s responsibility and credibility, further strengthening the cooperative relationship and equitable benefit sharing between the Điện Biên Rubber Joint Stock Company and local residents. Stable income from rubber has helped improve living standards and provided added motivation for households to remain committed to this strategic crop, which continues to play an increasingly important role in socio-economic development and sustainable new rural development in the province.
