Constructed more than 60 years ago by thousands of youth volunteers, this system has become an enduring symbol of youthful dedication and tenacity. Today, for many in Điện Biên, the Nậm Rốm Great Irrigation System still stirs deep emotions and pride.

In 1963, more than 2,000 young men and women from Hà Nội, Hưng Yên, and Thái Bình left behind bustling city life to answer the call of the Party to build the Northwest. Many were just entering adulthood, but they carried with them a fierce determination to conquer nature and shape an ambitious irrigation project. Among these volunteers was Đỗ Vũ Xô from Thanh Xuân District, Hà Nội, now living in Điện Biên Phủ ward, who preserved his memories in a heartfelt memoir.
In his writing, he reflected: “When I heard the sacred call from the Party urging youth to build the Northwest, I volunteered with a readiness to serve the Fatherland. I wanted to experience a completely different land. It was my first time leaving home, and my heart was filled with mixed emotions: excitement, sadness, and a sense of purpose.”

On October 3, 1963, the Nậm Rốm Irrigation System officially began construction. The volunteers were divided into nine teams with specific duties such as equipment transport, canal digging, and dam building. Using only basic tools, the youth labored relentlessly to build the main dam, left and right canals, and other supporting structures.
Their task became even more dangerous in 1966, when American airstrikes targeted the area. Construction had to stop during the day to avoid attacks, resuming under cover of night. Despite food shortages, illness, and lack of medical supplies, the youth persevered, often subsisting on corn, sweet potatoes, and cassava.
Nguyễn Duy Khang, a former youth volunteer from Mường Thanh ward, recalled: “I was assigned to transport sand, gravel, and materials for dam construction. It was hard, but we were committed. My contribution was just a brick in the wall, many others gave even more, but I’m proud to have been part of this great effort.”

Nguyễn Thị Sinh, another youth volunteer from Hà Nội, now residing in Điện Biên Phủ ward, fought back tears during a visit to the memorial for fallen comrades at the site. She remembered carrying stones, piling earth, and working around the clock using only manual labor. “When I come here and light incense, I can see the faces of my teammates, those who sacrificed so much. Those memories of solidarity and hardship will always remain with me,” she added.
After six long years of blood, sweat, and sacrifice, the Nậm Rốm Great Irrigation System was completed in 1969, standing as a testament to the courage and unity of Việt Nam’s youths. The solid spillway, extensive canal system spanning over 34 kilometers, and water regulation structures have since nourished more than 3,400 hectares of farmland.
The system not only serves as a vital agricultural infrastructure but has also been recognized as a provincial cultural and historical heritage site, a well-deserved tribute to generations of youth volunteers.

Some of those young volunteers returned to their hometowns; others stayed and made their lives in the Northwest. But none have forgotten the camaraderie forged on the banks of the Nậm Rốm. Trần Công Chính, Chairman of the provincial Former Youth Volunteers Association and a direct participant in the project, shared:
“Our bond remains as strong as ever. Our association is like a family, supporting one another in times of need, honoring our fallen, and protecting the rights of all members so that no one is left behind.”
As the Nậm Rốm River continues its journey, it carries with it the story of a generation who offered their youth to build a better future. And every time we see the fields it waters, we are reminded of their sacrifice, and inspired to carry forward their legacy.
