New Nà Bủng - A new journey

ĐBP - Following the administrative merger of Nà Bủng and Vàng Đán communes (formerly of Nậm Pồ district), a new chapter has begun in this remote borderland.

On this new foundation, the Party Committee and authorities of the newly established Nà Bủng commune are working together with determination to overcome difficulties, stabilize the organizational structure, and best serve the people, aiming for a renewed, strong, and modern rural outlook.

The new Nà Bủng commune was formed by merging the entire natural area and population of the former Nà Bủng and Vàng Đán communes. It now covers over 162km2 and is home to more than 11,000 people. The large and mountainous terrain, especially in the highland border hamlets, poses considerable challenges for local governance.

According to Nguyễn Văn Tiếp, Chairman of the People’s Committee of Nà Bủng commune, immediately after the merger, they identified urgent difficulties regarding infrastructure and transportation in this highland border area. However, with the highest determination, the Party Committee and local authorities are mobilizing all available resources to quickly stabilize the organization, ensure smooth administrative operations, and provide uninterrupted services to the people, step by step improving their material and spiritual lives.”

Currently, the commune’s leadership is working to overcome infrastructure challenges such as office spaces and public service facilities, allowing officials to quickly begin their duties. As a result, all departments and staff have been clearly assigned tasks and are carrying them out with a strong sense of responsibility. There is close and coordinated implementation across administrative services, socio-economic development, national defense, and public security.

Nà Bủng commune is focusing on upgrading infrastructure and quickly implementing the two-level government model.

Soon after its establishment, Nà Bủng commune reorganized its leadership and began operating under the two-level local government model. One of the earliest initiatives was launching the communal Public Administrative Service Center, symbolizing a commitment to innovation and timely, effective public service.

Equipped with modern facilities such as document lookup kiosks and management software connected to the provincial database, the center has made it much easier for people to access services, significantly enhancing local governance. Trained civil servants follow a scientific workflow and are committed to quick, transparent processing.

Hờ A Vảng, an officer at the Public Administrative Service Center, shared: “We’ve received thorough training, the software is synchronized, and the workflow is clearly defined. Every citizen is guided through each step, from document reception to resolution and feedback. We’re always ready to serve promptly and efficiently.”

From early morning, Vừ Thị Thi from Nộc Cốc 1 village arrived at the commune office to handle land certification paperwork. Instead of traveling a whole day to the district center as before, she was assisted quickly by the commune’s civil servants. She said: “I came to get land confirmation. In the past, I had to go to the district center, taking all day and incurring expenses, with long waits. Today, everything was handled right here in one morning. I really feel that the authorities are now much closer to the people.”

Beyond that, the commune is also actively promoting digital transformation through online public services. Residents can now submit documents and check results from home, a major step in bridging the gap between rural and urban access to public services.

Statistics show that since the launch of the two-level government model, every administrative need of the border commune’s residents has been resolved quickly and accurately, demonstrating the practical efficiency of the new model.

In addition, the large area, scattered population, and remote border villages present challenges for maintaining public order and safety. However, thanks to the proactive approach of the Commune Police, political security and social order have remained stable.

Lieutenant Colonel Mai Văn Hiệp, Chief of Nà Bủng commune Police, said: “Right after the merger, we identified this as a key area for public security. The command team met and implemented detailed plans, assigning specific duties to each officer. We also formed field task forces to directly reach each village, monitor the situation, and promote legal awareness among the people.”

This close relationship with the community has built public trust, ensured social stability, and helped prevent potential risks. The commune’s police teams not only ensure security but also act as a bridge between the authorities and the people. As a result, since the merger, no complex security incidents have been recorded.

Though the new journey of Nà Bủng has only just begun, it is already being built on a solid foundation. Every official here understands their responsibilities clearly, and every resident is beginning to sense positive changes in public services and governance.

With determination from the entire political system and growing trust from the people, the new Nà Bủng promises to become a bright picture, where government is close to the people, for the people, and walks with the people toward development.
