The Party Committee of Búng Lao commune was established from the merger of the Party Committees of three communes: Ẳng Tở, Búng Lao, and Chiềng Đông. From the very beginning of the term, the predecessor Party Committees had identified political, ideological, and ethical work as a key task. Resolutions, directives, and conclusions of the Central Party Committee and the province were promptly and thoroughly disseminated to cadres, Party members, and the people. The Party Committee placed emphasis on safeguarding the ideological foundation of the Party, actively grasping the situation, public sentiment, and social opinion, and promptly providing direction and addressing emerging issues.
The study and practice of Hồ Chí Minh’s ideology, morality, and style, linked with the 11th and 12th Central Committee’s Resolution No.4 and the 13th Central Committee’s Conclusion No.21-KL/TW, created clear changes in awareness and action. All cadres and Party members in the Committee developed and implemented annual commitments to self-improvement and striving. Many exemplary collectives and individuals were recognized, such as Giàng A Ly, Head of Huổi Châng village, who received a Certificate of Merit from the Prime Minister, and the Semi-Boarding Primary School for Ethnic Minorities in Ẳng Tở, which was commended by the Chairman of the provincial People’s Committee.

The Party Committee attached great importance to organizational and personnel work during the term, systematically strengthening the apparatus, improving the quality of meetings, and consolidating grassroots Party organizations. To date, 100% of villages have independent Party cells (achieving the goal of eliminating “white villages” without Party organizations such as Huổi Chỏn, Huổi Châng, Huổi Háo, Thộ Lộ, and Pú Tỉu). Party membership development exceeded the target, with nearly 60 new members admitted each year, equivalent to 150% of the plan. The evaluation and classification of Party members were carried out strictly and in line with regulations. Planning, training, and fostering of cadres were regularly implemented, gradually building a team with sufficient qualities, capabilities, and prestige to meet new requirements.
Recognizing that timely resolution of grassroots level issues helps reinforce public trust in Party leadership, the commune’s Party Committee has paid close attention to citizen reception and the handling of complaints and denunciations, ensuring compliance with regulations and avoiding delays or unrest. All petitions and feedback from the people were responded to and resolved within authority.
Mass mobilization work was renewed and directed strongly toward the grassroots. Models such as “Friendly Government,” “Friendly Police,” and the “Good Mass Mobilization” movement produced tangible results, especially in site clearance for key projects and new rural development. Direct dialogues between Party and government leaders and the people became regular, helping to resolve difficulties promptly and strengthen great national unity. The Fatherland Front and socio-political organizations played a pivotal role in mobilizing members to implement the Party’s guidelines and the State’s laws and policies.
These achievements affirmed the comprehensive, direct leadership role of the commune’s Party Committee across all fields. From the 2020-2025 experience, the Committee has drawn valuable lessons: creatively applying Party guidelines and State policies; renewing leadership and governance methods; promoting internal unity; mobilizing resources effectively; maintaining discipline and integrity; emphasizing exemplary responsibility of cadres, especially leaders; strengthening inspection and supervision; and implementing grassroots democracy to create social consensus.
Entering the 2025-2030 term with new opportunities and advantages, the Party Committee of Búng Lao commune continues to identify Party building and rectification as a key task. It will uphold the principles of democratic centralism, unity, and solidarity; enhance the leadership capacity and combat strength of Party organizations and the quality of Party members; strengthen close relations with the people; promote democracy and improve mass mobilization work; resolutely fight against corruption and negative practices; and renew leadership methods toward greater grassroots engagement, meeting the development requirements of the new period.
