80 years ago, on November 23, 1945, President Ho Chi Minh signed Decree No.64/SL establishing the Special Inspection Committee, the predecessor organization of the Vietnam Inspectorate. From the very beginning of the revolutionary state, Uncle Hồ and our Party clearly defined the inspectorate’s role as “the eyes and ears of above, the friend of below,” performing tasks such as: investigating and resolving corruption, illegal arrests, supervising government activities, and collecting people’s opinions.
Along with the growth of the Vietnam Inspectorate, on June 3, 1970, the Administrative Committee of (the former) Lai Châu province issued Decision No.19/QĐ-UB establishing the provincial Inspection Committee, the predecessor of today’s Điện Biên Inspectorate. From then until now, through more than half a century of construction and growth, the Điện Biên inspectorate sector has gradually developed in all aspects, affirming its position as a key agency in the province’s state management apparatus.
In its early days, the entire sector had only 2 officials; today it has grown to 8 professional divisions with more than 80 officials, civil servants, and employees. Its facilities have been modernized, meeting the requirements of the new era. Throughout these 55 years, the provincial Inspectorate has always closely followed the direction of the provincial Party Committee, the provincial People’s Committee, and the Government Inspectorate to well perform its state management function regarding inspection, handling complaints and denunciations, and preventing and combating corruption and negativity.
Inspection work has gradually become more methodical, with quality and efficiency continuously improving. In the past 55 years, the entire sector has deployed more than 1,170 administrative and specialized inspections; detected and recommended handling for economic violations of over VND 175 billion and 2.72ha of land; and recovered tens of billions of VND for the State budget. Many inspection conclusions have been guiding, helping to rectify management work, close mechanism loopholes, and prevent the recurrence of violations. Through inspection activities, administrative discipline has been maintained; the effectiveness and efficiency of state management have been enhanced; and at the same time, people’s trust in the leadership of the Party and local authorities has been strengthened.
Parallel to inspection work, citizen reception and handling complaints and denunciations settlement have always been a special focus. Since the province’s re-establishment, the provincial Inspectorate has advised on receiving over 20,000 citizens, received and processed over 25,000 petitions of all kinds, and resolved over 1,000 complaints and denunciations cases under its jurisdiction. Many complex, prolonged cases have been definitively resolved, contributing to stabilizing political security, social order, and protecting the legal rights and interests of citizens.
In the field of preventing and combating corruption and negativity, the provincial Inspectorate has proactively monitored the situation, controlled the assets and incomes of officials and civil servants, and detected and recommended strict handling of violations. At the same time, it has promoted communication, education, and the building of a culture of integrity among civil servants and public employees, contributing to cleaning up the apparatus.
In the context of the country promoting administrative reform and streamlining the apparatus in the spirit of Resolution No.18-NQ/TW of the Central Committee, the provincial Inspectorate sector continues to affirm its pioneering role in organizational and operational innovation.
Implementing the two-level local government model, on May 30, 2025, the Điện Biên provincial People’s Committee issued Decision No.1092/QĐ-UBND approving the plan to rearrange the organizational structure of the provincial Inspectorate. Accordingly, district-level inspectorates and department-level inspectorates were rearranged and streamlined into professional divisions under the provincial Inspectorate. After the rearrangement, the entire sector was reduced by 26 organizations at the department and district levels and 18 division-level units, achieving a reduction rate of 69.2%, demonstrating the determination to innovate, streamline, and improve effectiveness and efficiency. To date, the professional divisions have been scientifically and uniformly structured, ensuring professionalism and focus in direction and management. After more than 4 months of implementation, the operation of the unified two-level inspection system has quickly stabilized and is running smoothly, contributing to enhancing the efficiency of state management in the area.
From the beginning of 2025 to now, the provincial Inspectorate has conducted 34 administrative inspections at 48 agencies and units; detected economic violations of over VND 5.3 billion, recommended recovering over VND 3.6 billion for the budget, and imposed administrative penalties on 32 organizations and 112 individuals. In the area of specialized inspection, the provincial Inspectorate conducted 321 inspections, detected 223 violating organizations and individuals, recommended recovering over VND 9 million, and issued 215 administrative penalty decisions totaling over VND 2.1 billion. It also proposed the prosecution of 19 cases involving 6 defendants. These results contribute to enhancing state management effectiveness and efficiency, and preventing violations, losses, and corruption.
In the new context, as the country enters a phase of rapid and sustainable development, the demands on the Inspectorate sector are increasing, requiring even stronger innovation in thinking and action. Building on the achievements, in the coming time, the provincial Inspectorate sector will focus on performing the following key tasks:
First, to continue strengthening political and ideological education, training moral qualities and professional courage, and building a contingent of inspectors who are “politically firm, professionally skilled, proficient in operations, impartial, objective, upright, disciplined, and responsible.”
Second, to innovate inspection content and methods; improve the quality of planning, focusing on thematic inspections in high-risk fields; and strengthen post-inspection follow-up and monitoring of the implementation of inspection conclusions.
Third, to promote citizen reception and the settlement of complaints and denunciations; definitively resolve backlogged, complex, and prolonged cases, preventing the emergence of “hot spots” and ensuring the legal rights and interests of people.
Fourth, to effectively implement solutions for preventing and combating corruption and negativity; link inspection activities with the Party’s inspection and supervision work, and with practicing thrift and combating waste; and promptly detect and strictly handle violations, contributing to cleaning up the contingent.
Fifth, to promote the application of information technology and digital transformation in inspection activities; build a shared database system, gradually modernizing management and operations; and promote the “Digital Inspectorate” model, enhancing transparency and work efficiency.
With the glorious 80-year tradition of the Vietnam Inspectorate and the 55 years of construction and development of the Điện Biên Inspectorate, the contingent of officials and civil servants of the provincial Inspectorate today is even more proud, responsible, and determined. Promoting the spirit of unity, creativity, daring to think, daring to act, and daring to take responsibility, the entire Điện Biên Inspectorate sector will continue to strive to overcome difficulties and excellently complete all assigned tasks, making an important contribution to the successful implementation of the 15th provincial Party Congress Resolution, and building a rapidly and sustainably developing Điện Biên that rises strongly in the new era.
