The Political Report represents the collective wisdom and unity of the ethnic communities across the province. Therefore, Party organizations have conducted extensive consultations with officials, Party members, and the general public.
In Nà Tấu commune, the Party Committee collected feedback from all 51 subordinate Party cells, with more than 900 Party members actively participating in discussions. The debates were lively, democratic, and responsible, focusing on core issues closely tied to local realities. Most opinions agreed that the report’s structure is logical and scientific, the content concise and comprehensive, accurately reflecting the province’s development, identifying causes and lessons learned, and proposing appropriate goals, directions, and solutions for the next term.

Some suggestions were made to adjust the sections on culture and society. For example, in Part IV, Section 5, on cultural and social development, it was recommended to revise the subsection on “Developing culture and sports widely and sustainably, linked to improving people’s spiritual life” to fully reflect Conclusion No.156-KL/TW (May 21, 2025) of the Politburo. Similarly, in Part V on key tasks, some proposed that “Promoting science-technology, innovation, and digital transformation” should be a separate orientation, rather than being included under “Reform of public investment and business environment,” because digital transformation is a critical priority of the upcoming term.
The provincial Military Party Committee also contributed 45 comments. While unanimously agreeing with the draft, it recommended emphasizing results achieved in socio-economic development in remote, border, and ethnic minority areas; adding data on military training and civil defense exercises; and the armed forces’ role in disaster and epidemic response. Regarding shortcomings, comments highlighted that economic development remains below potential, poverty reduction is not yet sustainable, particularly in highland communes, and digital transformation in some sectors remains slow. Looking ahead to 2025-2030, it was suggested that the report stress closer integration of defense-security with socio-economic development, maintaining political stability, making breakthroughs in digital transformation through human resource training, technology infrastructure, and public awareness.
After four rounds of drafting, the Political Report has adopted the theme: “Strengthening the Party’s leadership and combat capacity; promoting the strength of great national unity; accelerating socio-economic development and international integration; building Điện Biên into a green, smart, and sustainable province, achieving an above-average level of development in the region.”
The report consists of two main parts: (1) Assessing the implementation of the 14th Congress Resolution (2020-2025), covering achievements, shortcomings, and lessons learned; and (2) Outlining the development context, guiding viewpoints, objectives, major tasks, key breakthroughs, and strategic solutions for the 2025-2030 term.
