Following its successful congress, which approved 18 key targets by 2030, the Party Committee of Na Sang commune quickly moved to implement its action program. The first priority is agricultural restructuring toward sustainability, one of the two strategic breakthroughs defined in the resolution.

Accordingly, the commune aims to plant, rehabilitate, and expand tea areas to over 150 hectares linked to developing OCOP products from ancient tea trees; develop over 500 hectares of coffee; expand 500 hectares of macadamia and 400-500 hectares of pineapple. Na Sang also strives to add 3-5 OCOP products rated three stars or higher. The commune encourages the formation of cooperatives and cooperative groups to connect production and marketing, thereby increasing farmers’ incomes.
Trần Hồng Quân, Deputy Secretary of the Party Committee and Chairman of the Na Sang commune People’s Committee, explained: “Agricultural restructuring must go hand in hand with raising incomes and improving people’s livelihoods. That is why we prioritize building concentrated production zones, developing key crops, and promoting linkages between farmers and enterprises. This will help expand markets and secure stable outlets for local products.”

Alongside this breakthrough, Na Sang is focusing on eliminating makeshift and dilapidated housing for poor households and policy families, improving living standards, and strengthening public trust. Regardless of weekends, local officials, Party members, and youth union members work alongside residents to dismantle old houses, build new ones, contribute labor days, and mobilize social resources.
Not only Na Sang, but many communes have already held their congresses, spreading a spirit of renewal and determination from Party members to the general public. Most resolutions target sustainable poverty reduction, new rural development, production growth tied to digital transformation, administrative reform, and public security.

In Mường Ảng commune, the 2025 - 2030 target is to reduce the poverty rate to below 1%. This ambitious figure is striking, as many upland communes still face high poverty rates. Yet, with past achievements and available advantages, the goal is attainable. The political report of Mường Ảng’s first Party congress shows that during 2020 - 2025, per capita income reached VND 47 million per year, and the commune developed 18 OCOP products, with coffee now marketed domestically and internationally. The commune has met 15 out of 19 new rural development criteria, and people’s living standards have improved significantly.
Tô Trọng Thiện, Secretary of the Mường Ảng commune Party Committee, noted: “Immediately after the congress, the Party Committee and local government began implementing the resolution with concrete steps. Each target was assigned to specific agencies and units. This has created a strong atmosphere of labor and production across villages and neighborhoods, motivating people to put the resolution into practice.”

According to him, the resolution has identified sustainable poverty reduction as the central task. To reduce the poverty rate below 1%, the commune will maximize its advantages by developing high-quality coffee, expanding fruit tree areas, and livestock husbandry linked to markets, while continuing to promote OCOP products. At the same time, the commune will accelerate new rural development, improve transport, electricity, water, schools, and health facilities, laying the foundation for residents to rise economically.
Meanwhile, Sín Thầu commune’s Party congress set out three key breakthroughs: infrastructure, commercial agriculture and forestry, and administrative reform with digital transformation.

That is why, immediately after the congress, we developed a plan to disseminate and internalize the resolution down to each Party cell, official, member, and citizen. This is the first step to translate the Party’s resolution into life. With proactivity, readiness, and determination, we believe these breakthroughs will be the key to sustainable development and firm border defense.”
Resolutions are in place, and action has begun. However, for them to truly take root, strong political will and the participation of the people are essential. With unity, innovation, and creativity, the Party congress resolutions at the commune and ward levels will generate momentum for Điện Biên to move confidently into a new stage of development, with faith and aspirations for progress.
