The competence and effectiveness of commune-level officials and civil servants directly impact policy execution. In recent years, Tuần Giáo district, Điện Biên province has placed significant emphasis on training and capacity building for its commune-level officials and civil servants.
Each year, the Tuần Giáo district People’s Committee directs specialized agencies and local communes to review and develop training plans to enhance the professional knowledge and skills of officials, civil servants, and public employees. Efforts are also made to promote self-learning and encourage participation in professional development courses. Additionally, the district ensures that policies and support mechanisms are in place to facilitate participation in training programs.
In 2024, a total of 223 out of 368 commune-level officials and civil servants (60.59%) have undergone training to update their knowledge, skills, work methods, and professional ethics. Across the district, 241 commune and district-level officials and non-specialized commune personnel have received professional training. This includes two individuals undergoing high-level political theory training, 20 in intermediate-level political theory, 32 in public administration, and 89 in job-specific training.

For officials and civil servants in leadership planning, in 2024, the district has sent one public employee to a leadership and management training course at the district level and eight officials to leadership and management courses for department-level positions. As of now, 100% of officials, civil servants, and public employees meet the required standards before being appointed to leadership positions or promoted to higher ranks.
After completing training programs, officials, civil servants, and public employees have demonstrated significant improvement, showing strong political resolve, a high sense of responsibility, and effective leadership in local governance. They have successfully applied the Party’s guidelines and the State’s policies and regulations in their administrative duties, enhancing overall work efficiency. However, some commune-level officials still struggle to integrate learned knowledge into their practical duties.
Alongside training and professional development, Tuần Giáo district also implements personnel rotation and reassignment policies, transferring officials between districts and communes. The district is gradually implementing the policy of appointing key leaders who are not local residents and ensuring that no leader serves more than two consecutive terms in the same position. To provide leadership candidates with practical experience and comprehensive development opportunities, from 2020 to 2024, the district has rotated 10 officials (seven from the district to communes and three between communes) and reassigned 25 others.
According to Quàng Văn Cương, Head of the Organization Sub-commission of the Tuần Giáo district’s Party Committee, many officials who have undergone rotation have significantly improved, proving their capabilities and credibility. Many have been appointed or nominated for key leadership positions at the commune and district levels. The political system in areas where officials have been reassigned has shown notable improvements, particularly in administrative affairs among grassroots officials. This has contributed to enhancing the leadership capacity of Party organizations, improving the efficiency of local governance, and fostering innovative thinking among officials in driving socio-economic development and strengthening the political system.
