This has created a clear transformation in Party building work, with many Party cells focusing on innovating leadership methods, improving the quality of their activities, and strengthening the close relationship with the people.

In Mường Luân commune, the “4-Good Party Cell” model has been directed and implemented with the high determination of the entire political system, producing many outstanding examples.

The Party cell of Mường Luân 2 village currently has more than 40 Party members. Implementing the “4-Good Party Cell” model linked with the criterion of “Good quality of activities,” the Party cell always focuses on innovating the content and form of its meetings. In addition to regular meetings, the cell organizes thematic meetings once every three months, with the attendance rate of Party members always reaching 90-100%. The content of the meetings is carefully prepared, closely following the directives of higher levels and the local situation, covering topics such as: improving new rural criteria, sustainable poverty reduction, and building a cultural life in residential areas. The discussion atmosphere is lively and democratic, attracting many heartfelt opinions from Party members, especially the young ones.

Mr. Lò Văn Thuấn, Secretary of the Mường Luân 2 village Party Cell, said: “The Party Cell sets the quality of its activities as the foundation for proposing practical solutions. I myself, along with the comrades in the Party Cell Committee, have become more proactive and responsible in preparing the content for meetings. The methods of conducting and discussing have also been renewed to be more scientific and effective. Party members actively speak up and contribute ideas, helping the Party cell to issue specific, practical resolutions and to clearly assign tasks to each member. As a result, the meetings have become more lively and practical, with their quality and effectiveness continuously improving.”

Not only in the Mường Luân 2 village Party Cell, but the “4-Good Party Cell” model has also been specified by Party committees across the province through creative and effective methods.

The Party cell of Hua Sa A village, Quài Tở commune, has linked the building of a “4-Good Party Cell” with the criterion of “Good completion of political tasks.” Accordingly, Party members promote their pioneering and exemplary role by regularly communicating with and mobilizing the people to restructure their crops and livestock, apply technical advances, and share production experience. As a result, the people have gradually improved their productivity and cultivation efficiency, and developed their household economies. To date, the area of some of the village’s key crops has increased, such as coffee to over 315 hectares and macadamia to over 50 hectares. Thanks to this, the income of the people has risen, and the poverty rate has decreased by an average of 4-5% per year. These results affirm the effectiveness and ripple effect of the “4-Good Party Cell” model in the area.

Mr. Giàng A Mua, Secretary of the Hua Sa A village Party Cell, Quài Tở commune, believes: “To successfully build the ‘4-Good Party Cell’ model, each Party member must be an active communicator and a leading example for everyone to follow. For a Party cell to be strong, each Party member must be good, must be close to the people, understand the people, and work with the people to carry out specific, practical tasks.”

The Điện Biên provincial Party Committee has 49 party committees directly under its authority, 351 grassroots-level Party organizations, and 2,759 party cells under grassroots-level party committees, with a total of over 49,000 Party members. In recent times, the implementation of the “4-Good Party Cell” model has created an exciting atmosphere in all party cells and committees throughout the province with four criteria: Good completion of political tasks; Good quality of activities; Good unity and discipline; and Good officials and party members. Each Party member promotes a spirit of self-reflection and self-correction, actively trains, and sets an example in all areas of work and life. The Party cells are becoming stronger, truly serving as centers of unity and as a bridge between the Party and the people, helping to spread the Party’s guidelines and policies into practice.

Party member Phạm Thị Xuyến, from the 20/7 Block Party Cell in Tuần Giáo commune, expressed: “In my opinion, for a party cell to be strong, each party member must first be exemplary. Each member needs to properly implement the guidelines and policies of the Party and the laws of the State, and set an example in all activities. At the same time, they must actively build the great unity bloc and mobilize the people in their place of residence to join forces in implementation.”

Through the “4-Good Party Cell” model, grassroots-level Party cells and committees across the province have more specifically identified their key political tasks and have proposed suitable solutions to promote the leadership capacity and combat strength of the Party organization.

Mr. Giàng A Dế, Secretary of the Quài Tở Commune Party Committee, said: “Thanks to the innovation in leadership, many village Party cells in the area have effectively carried out self-criticism and criticism, and have maintained regular and thematic meetings. Many Party members are responsible, exemplary, and pioneering in their duties. The ‘4-Good Party Cell’ model contributes to innovating the leadership methods and the working style of grassroots-level Party members, creating a connection with the people through specific tasks. When the Party cell stays close to reality and links its resolutions with action, the people’s trust in the Party will be strengthened.”

President Ho Chi Minh affirmed: “Cadres are the root of all work” and “A strong Party is due to good party cells, and good party cells are due to all party members being good.” The “4-Good Party Cell” model is a continuation, promotion, and realization of his teachings. This is also an important solution to enhance the leadership capacity and combat strength of the Party organization, contributing to building a contingent of increasingly courageous and exemplary officials and party members who meet the requirements of their tasks in the new period.
