Steadfast faith in the Party

ĐBP - At this time, provinces and cities across the country are rushing to complete their provincial Party congresses in preparation for the 14th National Party Congress. The guidelines, resolutions, and development goals for the 2025-2030 term are being discussed and adopted at the provincial level. In Điện Biên, nearly 50,000 Party members are filled with excitement and determination as they look forward to the 15th provincial Party Congress, which carries historic significance and strategic missions for the new era.

Faith in the Party and confidence in the new term have been deeply reaffirmed among cadres, Party members, and people of all walks of life. Their expectations center on the Party’s continued implementation and completion of historic policies from the past term, particularly in 2025, when the model of a two-tier local government will officially take effect, streamlining the political apparatus for more efficient governance. The ultimate goal remains unchanged: bringing the Party and government closer to the people, better serving citizens and enterprises.

A historic milestone was marked by Resolution No. 60-NQ/TW issued on April 12, 2025, by the 13th Central Committee of the Communist Party of Vietnam. The resolution approved the plan to reorganize local administrative units, merging provincial-level units, abolishing district-level administrations, and reorganizing commune-level governments. It also proposed a two-tier local government model, restructuring mass organizations under the Vietnam Fatherland Front, streamlining the judicial system, and revising the organizational structure of the Party at local levels.

To enhance the efficiency and effectiveness of the political system, the new model reduces the number of administrative units nationwide from 63 to 34 provinces and cities (including 28 provinces and 6 centrally governed cities) and cuts 60-70% of commune-level units. The two-tier local government officially came into operation on July 1, 2025.

Điện Biên is not among the provinces undergoing provincial mergers or district abolitions, but the province has implemented commune-level restructuring, reorganizing from 129 communes, wards, and townships into 45 units (including 3 wards and 42 communes). Under the leadership of the provincial Party Committee and authorities, this process has been carried out decisively and effectively. Despite the short timeframe, Điện Biên completed the consolidation of administrative apparatuses at the provincial and commune levels, ensuring operational continuity and efficiency.

After restructuring, the province reduced: 26.3% of specialized agencies under the provincial People’s Committee, 29.1% of internal departments, 17.5% of affiliated public service units, and 84 communes (65.1%) through consolidation.

Personnel, infrastructure, and working facilities for the new commune administrations have been successfully arranged. The Điện Biên provincial Party Committee currently has 49 subordinate Party organizations with 49,444 members, operating under the new administrative boundaries.

During the early implementation of the two-tier model, many commune-level officials faced challenges as their jurisdictions expanded and responsibilities increased, while experience and capacity were still limited. However, with strong commitment and Party discipline, initial obstacles are being gradually overcome. The top priority remains serving the people, especially in handling administrative procedures efficiently. Commune Party congresses for the 2025-2030 term were completed on schedule, clearly identifying weaknesses and proposing practical solutions, thereby strengthening the people’s trust in local Party committees and authorities.

In practice, implementing a new administrative model is never easy. Yet, bringing the two-tier local government into operation demonstrates a great political determination from the Central Party Committee, the Politburo, the Secretariat, the National Assembly, and the Government. At the local level, this requires even higher resolve, with proactive leadership and problem-solving to ensure smooth and effective governance. Commune-level officials and civil servants are receiving targeted training, while the province deploys skilled personnel from higher levels to support local administrations directly, a “hands-on” mentorship approach in areas lacking expertise.

The 2025-2030 term poses new and demanding responsibilities for Điện Biên’s Party committees and authorities. The central task is to improve the quality of the public workforce, fostering a team of capable, courageous, and innovative officials who dare to think, dare to act, and are committed to reform and service excellence.

With the indomitable spirit of the Điện Biên Phủ Victory, the Party committees and government of Điện Biên will continue to harness the province’s potential and advantages, transforming them into driving forces for sustainable development, worthy of the people’s faith and trust in the Party.
