“Speak so the people understand, act so the people believe” is the operating motto of the Party cell in Hợp Thành village, Mường Thanh ward. For many years, thanks to the exemplary role of each Party member, all community matters, big or small, have been resolved fairly and reasonably. Residents always place their trust in the Party’s guidelines and the State’s policies and laws.

Walking us along the spacious inter-hamlet road, Mr. Đào Đức Đông, Secretary of the Hợp Thành village Party Cell, expressed his delight. He shared that the clean, beautiful road today is the result of the unity and contributions of dozens of households. “With the goal of joining the nation in building new-style rural areas, a few years ago our Party cell convened meetings, reached consensus, and decided to mobilize people to contribute labor and money to upgrade and widen the road,” said Mr. Đông.
As Party cell Secretary, Mr. Đông set an example by taking the lead, followed by enthusiastic support from other Party members. From that initial momentum, the movement quickly spread, engaging all villagers. Those in better financial condition contributed cash, ranging from several hundred thousand to several million of VND, while those with limited means offered their labor. Thanks to collective consensus, unity, and effort, nearly one kilometer of concrete road was completed, clean and spacious, bringing joy and pride to the community.

In Tát Hẹ village, Muong Ảng commune, where 100% of residents are Hmông, the community has long lived in peace and harmony. Disputes within families or in the community have been resolved satisfactorily; Party guidelines and State policies have quickly reached the people and gained high consensus.
Over 10 years ago, Tát Hẹ village established a “skillful mass mobilization team” under the supervision of Party committees and local authorities. Since then, the team has successfully mediated many disputes, mobilized people to join in economic development, and contributed to new rural construction. Mr. Lý Giống Khá, Secretary of the Tát Hẹ village Party Cell, said: “With the particularities of a mountainous area and limited educational level, raising awareness among the people is crucial. That’s why, in resolving issues, we always adhere to the principle of ‘constant persuasion, steady influence,’ listening to people’s aspirations to provide convincing solutions and build consensus.”
Mr. Khá recalled that some households previously refused to donate land for an internal road because they were dissatisfied with compensation. However, through persistent persuasion and analysis of the road’s long-term benefits, along with the principle of “the State and the people work together,” villagers eventually agreed to donate land. As a result, the internal road was completed early, becoming a source of pride for the whole community.

Along with land donations, leaders in Tát Hẹ village also encouraged people to restructure crops. In the past, they mainly planted maize and upland rice with low productivity. Now, many households have boldly expanded coffee and macadamia cultivation, crops suited to Mường Ảng’s climate and soil, and with high economic value. Mr. Vàng A Đa, a young pioneer in the movement, shared: “Previously, my family only grew maize and upland rice, earning very little and struggling year-round. After being encouraged by the Party cell and the mass mobilization team, I switched to nearly 4 hectares of coffee and 2 hectares of macadamia. Now, the trees are bearing fruit, bringing in incomes many times higher than before, and my family’s life has improved significantly.”
Understanding the importance of mass mobilization, under the Party’s leadership, many new and creative models have been effectively implemented by Party committees, authorities, and mass organizations in the province. Major projects once stalled due to land clearance, disputes, or lack of consensus have moved forward thanks to persistent persuasion, open dialogue, and sincere explanation that won over the people’s support.

A typical example is the 60m Road Project. This major infrastructure project was “stuck” for many years due to lack of consensus at the grassroots level. Only in the 2020-2025 term, with the determined and coordinated involvement of the entire political system, was the project unblocked. Dozens of dialogues with households were organized; land origin verification and compensation prices were made transparent. Thanks to flexible, transparent measures that placed people at the center, consensus was gradually built. By the end of 2021, the project was completed and put into use, becoming a prominent highlight in the urban landscape of Điện Biên.

Across all aspects of social life, thousands of exemplary collectives and individuals have emerged in the “skillful mass mobilization” movement. This is evidence of the far-reaching impact of mass mobilization, contributing to consolidating national unity, driving socio-economic development, and strengthening the grassroots political system.
