Selecting competent and virtuous cadres dedicated to serving the people

ĐBP - Following the Politburo’s Directive No.35-CT/TW on Party congresses at all levels, towards the 14th National Party Congress, Party committees in Điện Biên province have been actively preparing for the event, focusing on drafting key documents and personnel work, which are crucial for ensuring the successful implementation of political tasks of the localities.

Accordingly, the Standing Board of the Điện Biên Provincial Party Committee issued Instruction No.03-HD/TU to implement Politburo Directive No.35-CT/TW and Party Central Organization Commission’s Instruction No.27-HD/BTCTW on the organization of Party congresses at all levels.

Based on the 2020-2025 review on personnel work, the Party committees are evaluating achievements, challenges, and lessons learned to refine leadership strategies. Key Party’s directives and regulations are mentioned in specific guidelines to define priorities for the 2025-2030 term and the following years.

Following regulations of the Party central and province, Party committees are defining the criteria, structure, and number of leadership positions to ensure comprehensive governance over key areas. The selection process prioritizes young cadres, female officials, and ethnic minority representation as regulated.

Personnel work must be conducted carefully, giving priority to quality over structure. The work must be discussed democratically, contributing to fostering unity and consensus within Party committees and standing boards at all levels.

A leader of Nậm Pồ District congratulates the Executive Board of the Party Cell of the Division of Education and Training in the district for the 2025-2030 term.

The selection and nomination of new Party Committee personnel must strictly adhere to Resolution No.26-NQ/TW, Politburo’s Directive No.35, Regulation No.89-QĐ/TW (August 4, 2017), and the Điện Biên Provincial Party Committee’s regulations on leadership standards.

For district-level committees, the age structure aims for at least 10% under 42 years old, 40-50% between 42-52, and the rest over 52. At the commune level, at least 10% should be under 40, 40-50% between 40-50 years old, and the remainder over 50. Additionally, 10-20% should be non-civil servants, while the rest are local government officials.

The 2025-2030 personnel process must ensure effective selection mechanisms to identify competent and ethical leaders while excluding individuals with weak political stance, declining integrity, poor discipline, or divisive tendencies.

The Party committee standing boards must implement systematic personnel planning, ensuring lower-level planning supports higher-level appointments and prioritizing key leadership positions across Party, governmental, and socio-political organizations. Special attention must be given to young, female, and ethnic minority cadres to build a strong leadership pipeline, aligning with Politburo Directive No.35.

Party committees and organizations must proactively plan and implement personnel rotations, assignments, and transfers, prioritizing reinforcing staff in challenging areas with shortages. Efforts should also focus on resolving internal divisions and addressing prolonged complaints or disputes to ensure stable and effective leadership.

Personnel work must adhere to principles, authority, structure, standards, and procedures, ensuring strict, democratic, objective, and transparent implementation while promoting collective responsibility and leadership accountability.

Emphasis must be placed on improving the quality of Party committees at all levels, with effective evaluation mechanisms to assess integrity, competence, credibility, and performance before nominating candidates. Strict power control measures and anti-corruption efforts must be enforced in line with the Politburo’s Regulation No.114-QĐ/TW.

Following provincial guidelines, Party committees have actively prepared at their levels. The Standing Board of the Nậm Pồ District’s Party Committee directed communes to review and structure personnel to ensure a competent leadership team.

Targets include at least 10% young cadres (under 42 years old at the district level, under 40 at the commune level), 15% female committee members, and appropriate ethnic minority representation. To date, 177 out of 222 grassroots Party cells under 18 Party committees have completed their congresses, with all set to conclude by February 2025.

With clear regulations and guidelines, along with proactive and well-prepared Party committees, personnel work is being carried out through practical, synchronized, and effective measures. The 2025-2030 grassroots congresses will select qualified, competent leaders who meet professional standards and fulfill their duties, aiming to gain the people’s trust and satisfaction.
