In the context that the provincial tourism industry is showing many positive signals, the Resolution on policies to support tourism product development attracted great attention. The resolution proposes supporting investment in facilities for community tourism, developing experience products and cultural performances; building homestays, display points, reception houses, and parking lots; supporting waterway tourism vehicles and providing preferential credit to expand tourism service business models in rural and ethnic minority areas.
Notably, it opens up opportunities for community tourism development with support for new construction, upgrading, and renovation of housing works serving tourists staying at families; purchasing equipment, renovating landscapes, building spaces for performing folk songs, folk dances, folk music, and building toilets at homestays. Specifically, maximum support of VND 150 million/new housing construction work; supporting a maximum quantity of 10 works/year; maximum support of VND 100 million/housing upgrading and renovation work; supporting a maximum quantity of 20 upgrading and renovation activities/year.
Interested in this resolution, Giàng A Dế, Secretary of the Party Committee of Quài Tở commune, assessed: “The passed Resolution regulating policies to support tourism product development in the province is a motivation, adding resources and conditions for people to build community tourism models and perfect infrastructure to serve tourists.” It is known that Quài Tở identified tourism development as one of the breakthroughs in the Resolution of the commune Party Congress for the 2025-2030 term. In particular, the commune plans to build 2 community tourism villages of the Hmong and Thai ethnic groups, striving to build them into provincial-level tourist spots. Currently, the commune is perfecting the community tourism model of Lồng village, planned to open and put into operation serving tourists after the 2026 Bính Ngọ Lunar New Year. With the new resolution, the commune has more conditions to implement the set goals.
In the agricultural field, the resolution on supporting rice production is of special interest to the people. The resolution defines the principle of resource allocation in the direction of directly supporting producers; focusing on legal rice varieties, technical training, soil improvement, building demonstration models, agricultural extension, and product consumption linkage. At the same time, a part of the funding is used to upgrade infrastructure serving production, ensuring long-term sustainability.
In reality at the grassroots, farmers expect the resolution will help rice production be more stable in the coming time. Nguyễn Thị Mai, village 3, Sam Mứn commune, said that what people care about is not only support but “right support.” “Good varieties, technical guidance right from the beginning of the crop, along with a clear consumption plan will bring the most practical benefits. According to the content of the resolution, I also hope to participate in training classes, with professional staff directly guiding each stage carefully. If done well, both productivity and quality will improve,” Mai shared.
Education was also an important highlight of the session. The resolution on supporting students of gifted high schools; rewarding and supporting teachers, administrators, experts, and students participating in national, regional, and international excellent student exams is expected to improve the quality of spearhead education, contributing to building high-quality human resources for the province.
According to the resolution, students from poor households, near-poor households, and orphans studying at gifted high schools are supported in purchasing learning materials and house rent. Teachers fostering students and students in the national excellent student team, the pre-selection team, and the team of excellent students in regional and international cultural subjects are supported with meal money and material costs. The province also arranges funding to invite high-level experts to directly foster the teams. The province’s reward levels for students winning prizes in major exams are also very clear.
These are all things that Bùi Thị Anh, Principal of Lê Quý Đôn Gifted High School, has been concerned about for many years. The school receives the main task of discovering and fostering students to take the exam to select national excellent students of the province.
