Promptly resolving voter recommendations

ĐBP - Resolving voter recommendations is a key task, demonstrating the listening spirit and responsibility of the government towards the people. The Điện Bien provincial People’s Council also strengthens inspection and supervision, ensuring each recommendation is handled with the right authority and on time.

Through supervision, voter opinions before and after the 21st session of the 15th provincial People’s Council, were all received, classified, and urged timely, contributing to removing urgent issues at the grassroots and reinforcing the people’s trust.

Implementing the plan to resolve voter recommendations from before and after the 21st session of the 15th provincial People’s Council, the provincial People’s Committee received a total of 23 recommendations, including 5 pre-session recommendations, 11 recommendations arising after the session, and 7 backlog recommendations from previous sessions. Immediately after receiving them, the provincial People’s Committee classified the recommendations by authority and field; among the 11 post-session recommendations, 2 opinions belonged to the provincial People’s Committee and 9 recommendations belonged to departments and branches; among the 7 backlog recommendations, the provincial People’s Committee resolved 2, and the rest were assigned to relevant departments and branches.

For recommendations falling within the responsibility scope of the provincial People’s Committee or the Chairman of the provincial People’s Committee, the provincial People’s Committee assigned relevant agencies to preside over advising, coordinating with units to resolve and report results. Recommendations related to departments and branches were also transferred immediately to the right address, ensuring processing according to correct authority and timeliness.

All voter recommendations transferred by the Standing Board of the provincial People’s Council were timely directed by the province, urging departments, branches, and localities to focus on coordinating resolution; agencies under the provincial People’s Committee, and People’s Committees of communes and wards received, resolved, and responded fully to the content, in accordance with legal regulations. Many issues arising in social life at the grassroots, concerns, and questions of voters regarding the Party’s guidelines and policies, and the State’s laws in various fields were answered specifically, meeting the thoughts and aspirations of voters and the people.

To date, the provincial People’s Committee has absorbed and directed the resolution of 23/23 voter recommendations. Of these, it has resolved and directed relevant agencies and units to finish resolving and informing voters of 7/23 recommendations. For the remaining 16 recommendations, the provincial People’s Committee continues to direct departments and branches to review and deploy resolution steps according to authority, ensuring progress and quality, while regularly updating results to timely respond to voters.

Through the supervision of the provincial People’s Council, the work of resolving voter recommendations by the provincial People’s Committee and relevant departments, branches, and localities has been timely, supported by voters and local people. Typically, the recommendation of Mường Phăng commune voters after the 21st session regarding: “Currently, in some villages, bamboo poles are being used to pull electricity for daily life for household groups far from the center, which is unsafe for the people. Requesting Điện Biên Power Company to pay attention to directing and resolving to ensure safety for local people,” was coordinated and resolved timely by the Department of Industry and Trade and Điện Biên Power Company.

Accordingly, the Department of Industry and Trade requested Điện Biên Power Company to coordinate resolution. Specifically, at 34 village points with lines using temporary bamboo and wooden poles, Điện Biên Power Company assigned the Điện Biên Phủ Area Power Management Team to coordinate with households in cutting power and re-tensioning unsafe wire spans and poles. The Co Mận village residential cluster (26 households) requested “upgrading the power grid into the residential cluster from 1-phase to 3-phase.” To meet the people’s electricity usage needs, Điện Biên Power Company will review, build a plan, and propose the Northern Power Corporation to allocate investment capital to renovate and upgrade the above line route.

Especially, there are recommendations from many years ago that have been resolved. Such as the recommendation of voters in Làng Vùa village, Tủa Thàng commune regarding considering and soon issuing policies to support community tourism development to support and encourage people to participate in tourism development, increase income, and improve people’s lives. Through supervision by the Committee for Culture - Social Affairs, the provincial People’s Council showed: The provincial People’s Committee directed the Department of Culture, Sports and Tourism to build a dossier proposing the provincial People’s Council to pass a Resolution Stipulating policies to support the development of community tourism and tourism products in Điện Biên province according to the process and order of issuing legal normative documents. Currently, the Department of Culture, Sports and Tourism is perfecting the dossier and performing procedures according to legal regulations to submit to the provincial People’s Council for consideration and approval according to authority.

However, besides timely resolved recommendations, there are still recommendations unresolved or with prolonged resolution times. The report on the results of supervising the resolution of voter recommendations of the provincial People’s Council showed that 16 voter recommendations transferred to the provincial People’s Committee at the 10th and 14th sessions (14th provincial People’s Council) and 15th and 17th sessions (15th provincial People’s Council), which the provincial People’s Committee absorbed for resolution, have not yet been finished; some recommendations have prolonged resolution times and roadmaps but have not been completely resolved.

The cause is that some recommendations relate to infrastructure investment, needing resources to resolve, but the province’s conditions are still limited, so they cannot be completely resolved yet. There are recommendations related to amending and issuing policies and social security, so a specific resolution time cannot be determined. Some voter recommendations are tasks implemented from many years ago, with complex content, causing difficulties in the consideration and resolution process. Coordination work of some sectors and localities in advising and coordinating the resolution of voter recommendations is sometimes not tight, lacks synchronization, and lacks clear solutions for complete resolution.

To completely resolve voter recommendations, contributing to reinforcing the people’s trust in the local government, the provincial People’s Council requests the provincial People’s Committee to fully absorb voter recommendations regarding investment resources, institutions, and policies to timely provide suitable solutions in directing and operating socio-economic development. At the same time, directing the complete resolution of backlog recommendations from previous sessions. For boards of the provincial People’s Council, delegate groups, and provincial People’s Council delegates, it is necessary to continue strengthening supervision, monitoring the progress of resolving voter recommendations, timely detecting and recommending corrections for response contents that do not meet requirements. In voter contacts, provincial People’s Council delegates need to promote propaganda, mobilize the people to raise legal awareness, reach consensus in implementing guidelines, policies, planning, and development plans; and simultaneously inform voters fully about the results of resolving recommendations according to regulations.
