The Pú Nhung commune Party Congress Resolution identified the need to: “Promote the revolutionary tradition, exploit the potential of land, resources, and culture; build a clean and strong Party Committee; promote the restructuring of the economy towards commodity-based agriculture and forestry, linked with the development of eco-tourism and culture.” Accordingly, for the 2025 - 2030 period, the commune aims for an average annual growth rate of over 10%, a per capita income of VND 48 million, an average poverty reduction of 2.5 - 3% per year, and forest coverage of over 46%. It strives to basically meet the new rural standards by 2030.
Based on the issued Resolution, the commune Party Committee developed a specific action program focusing on three main pillars: Sustainable commodity agriculture; historical and eco-tourism; and building a streamlined, effective government. These are considered the three breakthrough prongs in the locality’s new development stage.
Developing green, commodity-oriented agriculture
The numbers in the Resolution are no longer distant goals but are gradually becoming visible in the lush pineapple and macadamia fields that have replaced the former corn and cassava areas. This is the key crop restructuring direction that the commune’s party committee and government are decisively directing, in line with soil conditions and market trends.
In addition, the cooperation linkage model between the commune and the Đồng Giao Export Foodstuff Joint Stock Company (DOVECO) of Ninh Bình province has opened a new path for local agricultural products. The enterprise supplies seeds, provides technical support, and guarantees consumption of the products; the people can produce with peace of mind and increase their income. This is a step forward in developing commodity agriculture, showing a flexible and creative approach in organizing the implementation of the Resolution. Cà Văn Hao of Nậm Mu village shared: “In the past, people only grew corn and cassava with low productivity and efficiency, making life difficult. Since the commune mobilized us to switch to growing pineapple and macadamia, people have followed the technical instructions, and the plants are growing well. My family just newly planted 1.2ha of pineapple. Commune officials came right to the village to give instructions, and at village meetings, they clearly explained the policies for agricultural development and product consumption. Now, looking at these green pineapple fields, we hope to have a stable source of income.”
From small-scale, fragmented production, Pú Nhung is now gradually forming concentrated raw material zones that meet VietGAP and GlobalGAP standards, linked with planting area codes and product traceability. The commune is orienting many potential products for development under the “One Commune One Product” (OCOP) program, aiming for export and agricultural experiential tourism.
Notably, Pú Nhung will soon have its first OCOP product: Pú Nhung Corn Wine, a product handcrafted from waxy corn grown on high fields, combined with pure water and the traditional leaf-based yeast of the Hmong people. This product, rich in local flavor, promises to open a new economic direction linked with preserving cultural values, affirming the brand of Pú Nhung’s characteristic agricultural products in the market.
“Before the merger, all three former communes, Pú Nhung, Rạng Đông, and Ta Ma, had no OCOP-certified products. But right after the 1st Commune Party Congress, with the determination to bring the Resolution to life, we selected and successfully developed our first OCOP product, Pú Nhung corn wine. This shows the effectiveness of the Party Committee’s leadership and affirms the spirit of unity and consensus of the people in implementing the goal of economic development and enhancing the value of local agricultural products,” said Nguyễn Văn Bách, Deputy Secretary of the Party Committee and Chairman of the People’s Committee in Pú Nhung commune.
Promoting cultural and tourism values
Besides the changes in production, Pú Nhung is also focusing on preserving and promoting cultural-historical values, considering this an important potential to drive sustainable development.
The commune is home to the Vừ A Dính Heroic Martyr Relic Site, the Há Chớ Cave (a provincial-level relic), and the Pang Phoóng Festival of the Kháng people, which is a provincial-level intangible cultural heritage. The commune Party Committee has determined that in the 2025 - 2030 period, it will build the Vừ A Dính Cultural-Historical Tourist Area and develop community tourism routes in Hmong, Kháng, and Thái villages.
The commune government is actively coordinating with the province’s specialized agencies to plan tourism development space, connect infrastructure, and improve service quality. The goal is to attract tourists and create stable jobs for the people.
Streamlining apparatus to improve government effectiveness
Entering the new stage, Pú Nhung is focusing on consolidating its organizational apparatus to be streamlined and effective. The contingent of officials and civil servants is being reassigned according to their expertise, improving their capacity for local governance in the direction of a “government that serves, is close to the people, and is in touch with the people.”
Administrative reform and digital transformation are being promoted. People are gradually getting used to online public services, and the management of records and administrative procedures is becoming faster and more transparent. At the same time, the commune is actively promoting vocational training, technology transfer, and the application of digital technology in agricultural production, helping people access new knowledge, increase productivity, and improve product quality.
Ngô Phạm Thắng of Rạng Đông village shared: “When I was preparing the application for OCOP product registration, I found it very convenient. The commune officials gave specific instructions, and the paperwork was processed quickly and transparently on the public service portal. Thanks to this, my family’s product will soon be certified as an OCOP product and will have the opportunity to expand its market.”
The lush green pineapple fields and the macadamia gardens entering their season; the commune gaining new OCOP products; the villages bustling with the sounds of the khèn (pan-flute) and gongs during festivals, all affirm the spirit of innovation, unity, and the will to rise of the ethnic peoples here. Every change today is the crystallization of the Party’s will and the people’s hearts, affirming the close leadership role of the Commune Party Committee in the process of turning Pú Nhung into a green, culturally rich locality in the future.
