The project involves site clearance in Điện Biên Phủ ward, Mường Thanh ward, Thanh Nưa commune, and Thanh Yên commune (Thanh Nưa commune has completed its compensation and site clearance work). The total land area to be acquired for the entire project is 93.7 hectares, affecting 514 households, organizations, and individuals.
To date, the local authorities have issued land acquisition notices to 514/514 households, tallied 514/514 households, and reported on the re-verification of land origin for 510/514 households. The compensation plans have been publicly posted for 501/514 households and submitted for appraisal for 439/514 households. Of these, 383/514 households have handed over their land. Compensation and support plans have been approved and issued for 375/514 households, individuals, and organizations. The local authorities have approved 56 plans covering an area of 67.6ha out of 93.7ha (a rate of 72.2%), with a corresponding amount of VND 34.943 billion, of which VND 34.113 billion has been paid. The project has received clear ground from 383/514 households, covering 72.6ha out of 93.7ha (a rate of 77.5%).

In addition, the project has commenced construction on 7 out of 7 packages, with the estimated construction value reaching VND 305 billion out of VND 595 billion, achieving 51.3% of the contract value. The project’s progress is currently behind the approved schedule.
The project is still facing some obstacles and difficulties in site clearance, such as: the origin of the land has not been clearly determined; issues with applying support levels; and many households still disagree with the compensation plan and have not accepted money for trees and assets on the land. In addition, the construction implementation is also facing many difficulties due to the limited capacity of some contractors and a lack of machinery and equipment, which has prevented the acceleration of construction progress. The ground handed over to contractors is not contiguous but fragmented, causing many difficulties in implementation.

At the working session, representatives of the delegates, departments, sectors, localities, and the Management Board for Agricultural and Rural Development Projects focused their discussion on identifying the difficulties and obstacles in site clearance and proposed solutions to resolve these “bottlenecks” as soon as possible. These solutions include: localities focusing on determining the origin of land; providing other support policies; assigning responsibility to specific individuals and units; and construction units concentrating their manpower and machinery and registering a detailed construction progress schedule.
Speaking at the working session, provincial Party Secretary Trần Tiến Dũng emphasized that the provincial People’s Committee is an important support for the localities. At the same time, communes and wards also need to be bold in innovating their thinking, daring to think and act, in the true spirit of “localities decide, localities do, localities are responsible.” The provincial Party Secretary requested that the Fatherland Front and other mass organizations play a more prominent role in the government’s mass mobilization work, providing specific guidance and engaging in a more flexible and creative manner.

In addition, the provincial Party Secretary required the relevant units to soon bring the project’s benefits into play, with the determination to complete the project before December 31, 2025. Comrade Trần Tiến Dũng also requested that the provincial Party Committee’s Commission for Internal Affairs and the provincial Party Committee’s Inspection Commission closely monitor this project as well as several other projects that are currently behind schedule.
The provincial Party Secretary also noted that relevant units need to review and re-plan the entire riverbed area to effectively exploit the economic value on both banks. This includes paying attention to landscape elements, lighting, and a system of green trees and flowers designed in harmony with the urban space, aiming to create a tourism highlight for residents and visitors.
Prior to the meeting, provincial Party Secretary Trần Tiến Dũng and other delegates conducted a field inspection at the project’s construction site.
