Mr. Lò Văn Cương elected as Vice Chairman of Điện Biên provincial People’s Committee

ĐBP - On March 7, the 19th session of the 15th Điện Biên provincial People’s Council (2021-2026 term) took place to discuss and decide on several important contents related to socio-economic development and personnel work.

The session implemented the relief and election of the Vice Chairman and members of the Điện Biên Provincial People’s Committee in accordance with regulations. Accordingly, the Điện Biên provincial People’s Council relieved Lò Văn Tiến from his position as Vice Chairman due to his application for leave to seek medical treatment. At the same time, the Điện Biên Provincial People’s Council elected Mr. Lò Văn Cương as Vice Chairman of the Điện Biên provincial People’s Committee for the 2021-2026 term, with the unanimous approval of all 42 deputies.

An overview of the session.

Mr. Lò Văn Cương was born in 1975 in Chiềng Sơ commune, Điện Biên Đông district. He holds university degree in land management and is a deputy of the 15th Điện Biên Provincial People’s Council (2021-2026 term). Before being elected as Vice Chairman, Mr. Lò Văn Cương served as Director of the provincial Department of Agriculture and Rural Development.

The session also carried out the relief and additional election of members of the Điện Biên provincial People’s Committee for the 2021-2026 term. Accordingly, eight deputies were relieved due to job transfer and retirement, and five additional deputies were elected.

At the session, the Điện Biên provincial People’s Council passed a resolution to supplement the 2025 budget estimate with foreign non-refundable aid funds. Specifically, the budget will be supplemented with over VNĐ 34 billion from foreign non-refundable aid funds.

The funds will be allocated to the Điện Biên provincial Department of Health to implement projects, including:

1) Emergency Assistance Project for Children and Mothers: supported by UNICEF, with a budget of VNĐ 32.2 billion, aiming to help recover from damages caused by Super Typhoon Yagi.

2) Pilot Project for Purchasing HIV/AIDS Prevention Services: With a budget of approximately VNĐ 2 billion, to be implemented in collaboration with social organizations, phase 2.

At the closing session, Chairman of the Điện Biên provincial People’s Council Lò Văn Phương emphasized that the adoption of these important resolutions not only enhances budget management efficiency but also ensures resources for social welfare programs and economic development. Furthermore, the consolidation of the provincial leadership, particularly the election of the Vice Chairman of the Điện Biên provincial People’s Committee, demonstrates the council’s trust in capable and experienced personnel in agricultural management and development. This is a crucial step to strengthen management effectiveness, meeting the province’s development requirements in the next phase.
