Making every voice count: Điện Biên combines tradition and technology to hear from all citizens

ĐBP - Recently, alongside the whole country, localities and units across the province have actively and flexibly collected public feedback on the draft documents for the 14th Party Congress using various suitable methods. This clearly reflects the Party and State’s principle of “people as the root” while also promoting collective intelligence, democratic spirit, and the responsibility of each official, Party member, and citizen in perfecting the Congress documents.

Following directions from the central Government and the province regarding contributions to the 14th Party Congress draft documents, since mid-October, localities and units across the province have promptly disseminated information, distributed materials, and guided the feedback process down to every Party cell and political-social organization. Simultaneously, Party committees and local authorities proactively chose forms best suited to each audience and actual conditions to maximize the effectiveness of public consultation.

To facilitate maximum convenience for citizens to contribute their opinions, in addition to traditional methods such as conferences, workshops, and seminars, feedback collection was also conducted via the VNeID application, email, handwritten letters, and more. A highlight of this consultation round was the use of the VNeID platform. Through VNeID, people could access the app, read a summary of the draft, and submit feedback online, making the process both convenient and time saving.

Nguyễn Văn Thắng, a resident of residential group 1, Điện Biên Phủ ward, shared: “Submitting feedback through the app makes it easy for people, officials, and Party members to contribute online without waiting for meetings. This suits many young people. For older people like us, though technology access is difficult, with support and guidance from police and youth volunteers, it doesn’t take much time.”

At the local level, technology use helped expand democratic participation in feedback collection. Publicity efforts were strengthened through commune and ward radio systems, local Government websites, and social media accounts on Zalo and Facebook. Many commune Party committees assigned specific Party officials to oversee Party cells, directly attend meetings, guide members to study, and participate in giving feedback online via the VNeID platform.

In Điện Biên Phủ ward, to maximize citizen participation, forces such as the police, Youth Union, and community digital technology teams closely coordinated activities to publicize, mobilize, and support residents in contributing feedback on the Party Congress documents in various ways. All 165 Party organizations and 100% of agencies, units, neighborhoods, and villages seriously conducted feedback collection and compiled opinions from officials, Party members, and the public.

The ward’s Party Committee also organized dozens of meetings and launched over 250 Zalo groups for affiliated Party cells and organizations. After less than a month, 4,131 out of 5,266 Party members (78%) had contributed feedback via the VNeID app; all 78 neighborhoods and villages; nearly 400 mass organizations and union branches in the ward, and a broad range of local people studied and contributed to the draft. Among them, 100% of officials, civil servants, Party members, and citizens participated in reviewing and supporting the draft documents.

The proactive role of the police, Youth Union, and community digital technology teams in publicizing, mobilizing, and thoroughly guiding how to participate in feedback on the VNeID draft documents earned high praise from residents. Phạm Thị Oanh from residential group 16, Điện Biên Phủ ward, said: “The widespread consultation of people on the Party Congress documents this time is very encouraging. We clearly feel the Central Party’s respect for public opinion in the drafts submitted to the 14th Party Congress. This ensures the documents truly reflect the aspirations and legitimate interests of the people.”

Thanks to close guidance and active participation by the entire political system, the consultation process with officials, Party members, and citizens across the province was democratic, scientific, high quality, effective, and substantive. According to compiled reports, 100% of grassroots Party organizations and provincial departments rigorously, synchronously, and genuinely carried out the consultation. By November 15, the province had collected more than 44,600 opinions from conferences, workshops, and seminars, and nearly 33,600 contributions via the VNeID app.

Lò Thị Minh Phượng, Standing Vice Chairwoman of the provincial Fatherland Front Committee, said: “The consultation on the draft documents for the 14th Party Congress was seriously implemented by the provincial Party Committee, affiliated Party organizations, and political-social organizations, using appropriate, high quality forms in line with upper-level directions and guidance. Officials, Party members, various social strata, and delegates at the Party congresses of affiliated units discussed and contributed many quality ideas, showing responsibility, in-depth study, and practical connections.”

Beyond general agreement, many contributions addressed core, strategic issues, reflecting the people’s wisdom and great expectations for the country’s development direction. Based on the compiled feedback from officials, Party members, and citizens, the province proposed five tasks and solutions to the Central Government to achieve socio-economic development goals from 2026 to 2030. This also lays the foundation for Điện Biên and the whole country to ensure the decisions of the 14th Party Congress are comprehensive, feasible, and strongly drive sustainable development, firmly ushering the nation into a new era.
