Listening to the people, understanding the people, acting for the people

ĐBP - Dialogue and citizen reception serve as vital methods for Party committees and authorities of Điện Biên province to listen directly to the voices, thoughts, aspirations, and legitimate recommendations of the people.

In a receptive and responsible spirit, the province promotes innovation, enhances the quality of citizen reception work, strengthens dialogue, and promptly resolves issues of public concern right from the grassroots. Through this, it contributes to securing the legitimate rights and interests of the people, consolidating trust, generating consensus, and building an increasingly close-knit relationship between the government and the people.

In Tuần Giáo commune, citizen reception work has seen positive changes, contributing to promptly grasping thoughts and aspirations and resolving legitimate public recommendations right from the grassroots level. During the first 6 months of 2026, the commune People’s Committee received 23 citizen turns involving 23 cases, thereby contributing to safeguarding citizens’ lawful and legitimate rights and interests, while strengthening trust in grassroots governance.

Quàng Văn Cương, Chairman of the People’s Committee of Tuần Giáo commune, stated that identifying citizen reception as a regular task linked to elevating the validity and efficiency of state management, the commune strictly maintains periodic citizen reception schedules, emphasizing the responsibility of heads of agencies. The Chairman of the commune People’s Committee directly directs the review and resolution of cases within local jurisdiction, while requiring specialized divisions to increase dialogue, proactively verify facts, and grasp reality to ensure resolutions are objective, lawful, and attuned to grassroots situations.

Determining dialogue with the people as a regular, important duty to listen promptly to thoughts and aspirations and settle issues from the grassroots, on June 30, Mường Nhé commune organized a conference titled “Listening to the People’s Voices” with the participation of representatives from 42 villages and residential quarters in the area. At the conference, residents frankly raised and proposed numerous issues related to ensuring social security, implementing economic development support programs, poverty reduction, infrastructure construction investment, job placement, and practical livelihood matters.

According to Tạ Văn Sơn, Secretary of the Party Committee and Chairman of the People’s Council of Mường Nhé commune, organizing the “Listening to the People’s Voices” conference not only aims to receive opinions, reflections, and recommendations from the people, but also demonstrates the receptive and responsible spirit of Party committees and authorities in leadership, direction, and administration. Matters within local jurisdiction were answered and clarified directly at the conference; for issues exceeding commune authority, the commune synthesized, reported, and petitioned competent levels for consideration and settlement. This contributes to reinforcing the close, intimate relationship between the Party, the government, and the people, forging consensus and unity in awareness and action toward local construction and development goals.

The Việt Nam Fatherland Front Committee of Núa Ngam commune identifies staying close to the people, living among the people, listening to, and reflecting the legitimate thoughts and aspirations of the people as one of its crucial duties. Therefore, the commune Fatherland Front regularly organizes conferences and meetings with the people, while stepping up dissemination and mobilization, creating conditions for residents to contribute opinions on matters directly affecting their lives and local development.

Quàng Thị Tuyết, Permanent Vice Chairwoman of the Việt Nam Fatherland Front Committee and Chairwoman of the Women’s Union of Núa Ngam commune, stated that the commune Fatherland Front regularly grasps public thoughts and aspirations, promptly synthesizing and reflecting legitimate recommendations to Party committees and authorities for consideration and resolution. This contributes to promoting democracy, creating consensus, and consolidating the close relationship between the Party, the administration, and the people.

Lò Văn Thiện, Head of Na Tông village in Núa Ngam commune, shared that when residents are informed, discuss, participate, and see their legitimate recommendations attentively and thoroughly addressed, trust is reinforced and villagers will actively join hands to carry out local tasks.

In carrying out dialogue, citizen reception, and settling public recommendations and reflections, over the past time, the provincial Party Committee, the provincial People’s Council, and the provincial People’s Committee have regularly paid attention to leading and directing all levels and sectors to synchronously deploy multiple solutions, improving the quality of dialogue and citizen reception. In particular, special emphasis is placed on promoting the role and responsibility of heads of Party committees and authorities in directly listening to public thoughts and aspirations, promptly directing the resolution of issues arising right from the grassroots.

Practice indicates that when residents directly participate in dialogues, voice opinions, and receive open, transparent explanations, many recommendations and bottlenecks are resolved right from the grassroots level, limiting the emergence of hotspots and prolonged complaints. That efficacy is also manifested clearly through citizen reception and handling of reflections and petitions; 100% of commune-level administrations maintain regular citizen reception schedules by chairmen of People’s Committees, gradually turning citizen reception into an important channel to listen to and resolve legitimate concerns of the people.

In the first 6 months of the year, agencies and sectors across the province received 734 citizen turns comprising 828 individuals, with 3 large delegations of 24 people received. Among these, regular receptions accounted for 596 turns with 726 people; periodic and unscheduled receptions by heads of agencies accounted for 136 turns with 98 people, including 1 large delegation of 6 individuals; and receptions by authorization accounted for 2 turns with 4 people. Citizen reception contents concentrated on areas such as land recovery, compensation, support, site clearance, and infrastructure construction investment; along with the implementation of support policies and safeguarding the rights and interests of citizens affected by projects. In addition, citizens raised recommendations and reflections concerning the implementation of policies on forest management, protection, and development; contracting, management, and use of forestry land; and benefiting from state support policies.

Each recommendation heard, and each case resolved promptly, thoroughly, and legally not only contributes to defending the lawful, legitimate rights and interests of the people, but also affirms the responsibility and service capacity of the administration. From concrete deeds at the grassroots, public trust is consolidated and social consensus is heightened, establishing the foundation for Điện Biên to build a government close to the people, attuned to the people, and acting for the people, bringing into play the strength of solidarity to jointly lead the locality toward stable, sustainable development in the new journey.
