Joint efforts urged to basically complete elimination of substandard houses by October 31, 2025

ĐBP - This afternoon (March 10), the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide held its third online meeting with provinces and cities across the country.

The meeting at the central venue was chaired by comrades: Phạm Minh Chính, Member of the Politburo, Prime Minister, Head of the Central Steering Committee; Đỗ Văn Chiến, Member of the Politburo, Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the Central Steering Committee; Nguyễn Hòa Bình, Member of the Politburo, Standing Deputy Prime Minister, Deputy Head of the Central Steering Committee. Comrade Vừ A Bằng, Vice Chairman of the Điện Biên provincial People’s Committee, chaired the meeting at the Điện Biên province’s bridge point.

In his opening speech, Prime Minister Phạm Minh Chính emphasized that, according to the set plan, from now until the end of 2025, the entire country will complete the elimination of all temporary and dilapidated houses. Specifically, by the end of October 2025, localities will basically complete this task. After a period of implementation, to date, the country has eliminated 121,638 temporary and dilapidated houses. From now until the end of the year, more than 101,000 houses still need to be completed. With limited time remaining and a large workload, this is a challenging and demanding task, requiring high determination to achieve the set goals.

The Prime Minister requested delegates to focus on evaluating results, obstacles, lessons learned in leadership, management, resource allocation, and mobilization, as well as effective methods and good examples, while proposing tasks and solutions to efficiently implement the program in the coming time and meet the set objectives.

The report on the results of eliminating temporary and dilapidated houses nationwide showed that the country still has over 223,140 temporary and dilapidated houses. As of March 6, 2025, support has been provided to eliminate 121,638 houses (achieving 54.5%), of which 65,564 houses have been completed and inaugurated, and 56,074 new houses have been started. Specifically, this includes support for 10,338 houses for people with revolutionary merits; 57,664 houses under two national target programs; and 53,636 houses under the program to eliminate temporary and dilapidated houses. From now until December 31, 2025, 101,508 houses need to be completed, including approximately 70,000 houses under the program to eliminate temporary and dilapidated houses.

Regarding funding support, to date, agencies, units, banks, corporations, and enterprises have transferred 2,230 out of VNĐ 3,464 billion as per the resource mobilization plan launched on October 5, 2024 (achieving 64.4%). The remaining agencies and units have planned to complete the transfer of support funds in the second quarter of 2025 to enable localities to carry out the elimination of temporary and dilapidated houses. By the end of February 2025, the Central “For the Poor” Fund had received over VNĐ 80 billion to support the elimination of temporary and dilapidated houses and allocated VNĐ 13.74 billion to support the construction and repair of 320 houses for poor and near-poor households in Cà Mau and Nghệ An provinces.

Regarding the implementation results of localities, to date, six provinces and cities have completed the elimination of temporary and dilapidated houses; ten localities have achieved high implementation results, including Nghệ An, Sóc Trăng, Hà Giang, Lào Cai, Đồng Tháp, and Cà Mau provinces. Alongside the achievements, some localities still face difficulties in mobilizing resources, lack determination in implementation, have not thoroughly studied central guidance documents, and have modest results.

During discussions at the meeting, delegates from ministries, sectors, and localities reported and clarified the implementation results; funding and resource mobilization; inspection and supervision efforts; and difficulties and obstacles encountered in the process of eliminating temporary and dilapidated houses.

Concluding the meeting, Prime Minister Phạm Minh Chính affirmed: The program to eliminate temporary and dilapidated houses is deeply humanitarian, reflecting the nation’s sentiment, solidarity, mutual support, and the responsibility of the Party and State. Over the past period, the program has been urgently and seriously implemented, achieving positive results. The Prime Minister commended the spirit and responsibility of ministries, sectors, and localities in carrying out the program. These initial results serve as an important foundation for achieving the next goals.

The Prime Minister also highlighted difficulties, obstacles, causes, and lessons learned in implementing the program. He requested localities to focus on reviewing and promptly collecting comprehensive statistics on poor and near-poor households in need of eliminating temporary and dilapidated houses; strengthen inspection and supervision, and promptly address difficulties and obstacles; and enhance coordination efficiency among agencies and units. Regarding funding for the program, the Prime Minister assigned relevant ministries and sectors to coordinate and submit proposals to competent authorities for decisions to soon allocate funds for implementation.
