At the Sam Mứn commune Party Committee, the process of collecting feedback on the draft Political Report was conducted seriously and methodically. To date, 33/33 subordinate cells and party committees and nearly 90% of Party members have participated in discussions and provided input. Most opinions showed high consensus, agreeing that the draft comprehensively reflects the Party’s viewpoints and leadership direction across all fields, consistent with reality and national development trends.
Mr. Hoàng Thanh Hải, Secretary of the commune Party Committee, said: “Opinions focused on key issues close to local realities, such as commune-level urban planning, targets for communes to meet new rural standards after organizational restructuring, and implementation of the two-tier government model. Some proposed adding goals on streamlining the apparatus and piloting the evaluation of the ‘Four-Good Party Cell’ and ‘Four-Good Grassroots Party Committee’ models for the new term.”
At Residential Group 4 Party Cell in Điện Biên Phủ ward, discussions were lively. Each Party member exercised democracy and responsibility, boldly raising opinions tied to local development practices. Mr. Đỗ Duy Ba, Party Cell Secretary, remarked: “This political report is concise yet comprehensive, focusing on key tasks of the 2020 - 2025 tenure, such as attracting investment in various sectors, ensuring social welfare, and promoting sustainable poverty reduction as a foundation for improving people’s lives. We agree with and highly value the practical nature of the draft.”
Across the province, many conferences and grassroots Party cell meetings have been widely organized, attracting enthusiastic participation from officials, Party members, and citizens. Through their feedback, people expressed high consensus and legitimate aspirations on diverse issues: socio-economic development, administrative reform, new rural development, digital transformation, and the two-tier local government model.
Notably, young people and youth union members also actively contributed. Ms. Vừ Minh Thùy, Deputy Head of the Youth Affairs Committee of the Vietnam Fatherland Front Committee of Điện Biên province, suggested: “The report should add directions on developing digital human resources, especially focusing on digital skills training for officials, civil servants, and citizens to meet the requirements of digital transformation.”
Concerned about organizational streamlining, Mr. Phạm Xuân Kôi, former Vice Chairman of the provincial People’s Committee, emphasized: “The draft should clarify the task of streamlining the organizational apparatus, a major policy currently being vigorously implemented across the political system.” According to him, the two-tier government model not only reduces intermediate layers and enhances state management efficiency but also helps save resources, streamline staffing, and enable a more flexible, streamlined administrative apparatus that serves the people better. This issue has received broad social consensus and needs further study, comprehensive evaluation, and effective implementation.
The active participation of officials, Party members, and citizens throughout the province has not only helped perfect the draft Political Report but also demonstrated the high unity between the Party’s will and the people’s aspirations. This is an important foundation for the 15th Congress of the Điện Biên provincial Party Committee to define clear orientations, key tasks, and breakthrough measures to promote comprehensive and sustainable development of the province during the 2025 - 2030 tenure.
