Immediately after the success of the 1st Party Congress of Sín Thầu commune for the 2025 - 2030 term, the Party Committee and People’s Committee of the commune urgently developed action programs and plans to specify the goals and targets of the resolution. The commune’s Party Committee organized a conference to study, thoroughly understand, and disseminate the resolution to the team of secretaries and deputy secretaries of party cells, and the heads of villages, creating unity in awareness and action.
The commune’s People’s Committee launched emulation movements and honored advanced models, while widely publicizing the core content of the resolution through various channels: the electronic information page, social media, the grassroots radio system, panels, posters, and slogans, with the goal of spreading it vigorously among officials and Party members, creating a new atmosphere for the locality’s development journey.
Sín Thầu is the westernmost border commune of the nation, home to border marker zero and the A Pa Chải Flagpole, along with majestic landscapes and the unique culture of the Hà Nhì people, which are potentials for tourism development. The 1st Party Congress of Sín Thầu commune identified tourism as a breakthrough phase, focusing on developing experiential tourism, discovery tourism, and community-based tourism linked with preserving national identity and prominent scenic spots such as the Flagpole, border marker zero, and the Mường Nhé Nature Reserve. The goal is to have at least two recognized community tourism sites and attract about 200,000 visitors by 2030.
To realize this goal, Sín Thầu is focusing on raising the awareness of officials, Party members, and the public about the role of tourism in socio-economic development. At the same time, it is concentrating on investing in infrastructure, building distinctive tourism products, strengthening state management, training human resources, and promoting regional linkages.

Đặng Thành Huy, Secretary of the Sín Thầu commune Party Committee, said: “The goals and targets in the resolution are all based on exploiting the locality’s potential and advantages. The commune is currently finalizing a thematic resolution on tourism development associated with the preservation of traditional culture. The locality will focus on restoring and preserving traditional festivals to create unique cultural highlights; organizing training to equip people with skills for community-based tourism; and inviting businesses to survey and invest. The commune is also reviewing and selecting households with suitable conditions, encouraging them to renovate their homes and open homestay services to create focal points, gradually forming a distinctive tourism product for the westernmost region of the country.”
Currently, Sín Thầu commune has begun to form several service models for tourists visiting and exploring the far west. Some households have boldly invested in renovating and upgrading their houses into homestays, creating friendly and intimate stopping points. The entire commune now has 5 accommodation establishments with 15 rooms, including 3 homestays and 1 restaurant. In the 2021 - 2025 period, Sín Thầu welcomed about 10,000 - 11,000 visitors per year.
The family of Mr. Chu Khai Phà, in A Pa Chải village, is a pioneer in developing the homestay model. With 5 self-contained rooms and 4 dormitory-style rooms, his establishment can serve 30 guests per day. In addition to accommodation, the homestay also offers experiences with local cuisine, traditional performances, and unique souvenir products. After nearly a year of operation, Mr. Phà’s homestay has seen a gradually stabilizing number of guests, averaging 5 - 6 groups per month.
Unlike Sín Thầu, Sáng Nhè commune has favorable natural conditions for developing long-term industrial crops. Currently, the entire commune has 365ha of macadamia, nearly 249ha of coffee, and tens of hectares of mango, jackfruit, cardamom, and other fruit trees. A portion of the macadamia, coffee, and fruit trees has entered the harvest period, yielding economic returns many times higher than growing corn, cassava, or upland rice.
Inheriting the achievements of the previous term, the Resolution of the Sáng Nhè commune Party Congress for the 2025 - 2030 term continues to identify the breakthrough phase as restructuring upland crops and strongly developing industrial crops with high economic value such as macadamia, coffee, and cardamom. The goal is to have 614ha of macadamia and 517ha of coffee by 2030, gradually forming a large, centralized production area for the province.
Mr. Phạm Ngọc Điện, Chairman of the Sáng Nhè commune People’s Committee, said: “In the immediate future, the commune will focus on reviewing and assessing the current status of the entire macadamia and coffee area, especially the area belonging to the former Phình Sáng commune. From there, we will clearly identify suitable climate and soil sub-regions for proper zoning. The commune is promoting communication and mobilization to help people see the outstanding efficiency of the new crops compared to corn and upland rice; we are also replicating typical models and organizing field trips for practical learning to build trust and encourage people to boldly switch crops.”
The development of specific plans and action programs to realize the goals and targets of the resolutions, along with the issuance of thematic resolutions that are practical for the locality, creates momentum for socio-economic development while affirming the leadership role of the party organization and strengthening people’s trust.
At a working session with the standing party committees of the communes of Tủa Chùa, Sáng Nhè, Tủa Thàng, Sín Chải, and Sính Phình, Deputy Secretary of the provincial Party Committee Trần Tiến Dũng emphasized: “After the commune-level party congresses, the party committees and authorities of the communes need to urgently issue specific action plans and programs for implementation throughout the entire term. Localities that have not yet finished must quickly develop and disseminate them to all officials, Party members, and the public, creating consensus and clear progress in socio-economic development and ensuring national defense and security locally.”
Reality shows that the resolutions issued are based on the potential and advantages of the localities and the legitimate aspirations of the people, and are specified with practical, feasible solutions. With the right policies and decisiveness in implementation, it is expected that the resolutions of the commune-level party congresses will breathe new life into community life, helping people change their mindsets and ways of working, and join hands to build a prosperous and beautiful homeland.
