Mường Ảng commune currently has 82 officials and civil servants. However, it still lacks an IT specialist in the Office of the People’s Council - People’s Committee and a communications officer in the Division of Culture and Society. The shortage of IT professionals has caused difficulties in implementing digital transformation and innovation tasks. Many officers are working concurrently in IT-related positions without formal training, resulting in limited technical skills and uncertainty when using digital platforms.
To address these challenges, Mường Ảng commune has sent officials to attend training programs and encouraged self-study through online courses. So far, 97 officials have participated in courses on document processing, digital signatures via the Document and Task Management System, as well as training on science, technology, innovation, and digital transformation, and the VNeID platform for monitoring Party congresses.
Nguyễn Đức Quang, Vice Chairman of the Mường Ảng commune People’s Committee, said: “In the coming time, we will continue to recruit and assign trained personnel in charge of IT and digital transformation. We also plan to temporarily assign teachers with IT skills from local schools to assist at the commune level. Step by step, we aim to build a team capable of mastering new applications such as AI and digital data. The commune will promptly commend officials who actively learn and apply IT effectively, while also proposing that the provincial authorities open advanced digital skills courses and temporarily assign qualified IT officers from higher levels to support communes.”

Since the establishment of the two-tier government model, relevant agencies have organized multiple professional training sessions for commune-level officials. The Department of Home Affairs has coordinated national online conferences to train commune-level officers in state management, organization, and local governance, with senior officials from the Ministry of Home Affairs directly lecturing and providing legal updates.
Additionally, the Center for Digital Technology and Platforms under the Department of Science and Technology has conducted 7 online and in-person training courses for newly established communes and wards, attracting nearly 3,000 participants. The training covered public administrative procedure management, electronic document handling, and digital signature usage, helping improve the efficiency of administrative services for citizens and businesses across the province.
Nguyễn Thị Mai, Head of the Digital Technology Division at the Center for Digital Technology and Platforms, noted: “Despite the progress made, training commune-level officials still faces challenges. After the administrative mergers, many new systems and shared platforms had to be built from scratch. Our center must simultaneously train and support localities in using shared systems such as e-government services, document management, digital signatures, official email, databases, and websites. The workload is heavy, and staffing is limited, so support often extends beyond working hours. In some communes, officials’ IT skills remain uneven, especially among newly appointed personnel.”
By continuously investing in training and human resources, Điện Biên province aims to enhance the digital capacity of its commune-level workforce, ensuring smoother governance, timely administrative services, and a stronger foundation for comprehensive digital transformation.
