Proactive from grassroots level
Implementing the direction of the Military Region 2 Command and the provincial People’s Committee, the provincial Military Command (CHQS) has provided early consultation to consolidate the Military Service Council (NVQS) at all levels and issued specific implementation guides and plans. Localities have proactively promoted the role of the grassroots level political system, stepping up communication of the Law on Military Service in various forms suitable for the conditions of each region and ethnic group. As a result, youths of enlistment age have shown self-awareness and enthusiasm in registering for preliminary screening; many communes have recorded an increase in volunteer applications compared to previous years.
In Búng Lao commune, the preliminary screening was carried out with a proactive and serious spirit. Over two days (October 10-11), the commune Military Service Council, in coordination with the Health Station, organized preliminary health screenings for 225 citizens of military service age. The screening included checks on: physical strength, height, weight, vision, hearing, and basic health indicators. As a result, 120 citizens met the requirements, accounting for 56.33%, and are eligible to participate in the regional-level military service medical examination.
According to the projected target for 2026, Búng Lao will conscript 47 citizens, including 35 for military service and 12 for People’s Public Security service. The high preliminary screening pass rate demonstrates the seriousness and responsibility of the party committee, government, and the commune Military Service Council in implementing the task. The screening was conducted in accordance with regulations, publicly, transparently, and with the supervision of mass organizations and the consensus of the people.
Along with Búng Lao commune, other localities in the province are also focused on improving the quality of recruits, aiming to select youths with good cultural qualifications, moral character, guaranteed health, and a spirit of readiness to contribute to the Fatherland. The steps in the recruitment process are carried out strictly and publicly, creating an exciting atmosphere of emulation right from the grassroots level.
In Thanh Yên commune, the preliminary screening was implemented seriously, followed the correct procedures, and achieved positive results. Through the examination on October 15, the commune Military Service Council selected 63 out of 105 youths who met the standards to participate in the regional-level examination, including 15 citizens who voluntarily wrote applications to enlist. According to the 2026 quota, Thanh Yên commune will select 30 citizens, including 20 for military service and 10 for People’s Public Security service.
Nguyễn Ngọc Tuấn, Chairman of the Thanh Yên commune People’s Committee, said: “Thanks to proactively implementing the plan and doing mobilization work well, the commune completed the preliminary screening on time, while also successfully calling on many youths working far away to return and participate, minimizing absenteeism.”
Aiming for quality recruitment season
With a proactive spirit, the provincial Military Command has coordinated with the Department of Health to establish 9 regional Military Service Health Examination Councils, with examinations scheduled from mid-November to mid-December 2025. Preparations in terms of personnel, equipment, and medical supplies have been carried out thoroughly, ensuring objectivity and accuracy in assessing the health of youths. At the same time, military forces at all levels continue to strengthen inspections and guidance, promptly resolving difficulties and obstacles at the grassroots level.
The “3 meets, 4 knows” policy (meet the family, meet youths, meet local authorities; know citizens’ background, health, circumstances, and aspirations) is strictly maintained, helping to select the right people who meet the right standards. As a result, many young men have voluntarily written applications to enlist, participating in military service and People’s Public Security service, demonstrating the responsibility and enthusiasm of youth for the Fatherland.
Lò Văn Chung, from Tuần Giáo commune, shared: “As soon as the locality announced the plan for selecting citizens for service, I carefully researched the regulations and proactively registered to participate. I wish to wear the uniform of the People’s Public Security, to be trained in a disciplined, serious environment to become more mature and contribute my youth to my homeland and country. Fulfilling this duty is a responsibility and also a pride for our youth.”
The pioneering and voluntary spirit of young men like Lò Văn Chung is spreading widely, creating an enthusiastic atmosphere in many localities and adding motivation to the 2026 recruitment season. Promoting the tradition of their heroic homeland, with a spirit of high responsibility, seriousness, and determination, Điện Biên province is affirming its proactive and solid approach in the selection and calling of citizens for enlistment. This contributes to building an increasingly regular, elite, and modern army and police force, firmly protecting the Fatherland in all situations.
Implementing the two-level local government, the provincial Military Command directly guides the regional defense commands, and guides the military commands of communes and wards to review registration, manage, and firmly grasp the number of citizens turning 17 within the year and citizens of enlistment age. It also guides the organization of screening for exemptions and deferrals from military service in 2026, starting correctly from the village level. Accordingly, the number of youths at age 17 registered is 4,289 (reaching 0.64%) of the population; those of enlistment age registered are 12,098 (reaching 1.80%), and citizens eligible to be called up are 8,010 (reaching 1.26%).
