The 2026 military recruitment is being carried out in accordance with the 2015 Law on Military Service, Law No. 98 dated June 27, 2025, amending and supplementing a number of related laws, the 2018 Law on People’s Public Security, and current guiding documents. In particular, the preliminary screening and medical examination for military service are being conducted according to Circular No. 106 of the Minister of National Defense, which came into effect on September 30, 2025. This circular amends and supplements the regulation on the location for preliminary health screening for military service, which is now the commune-level health station. This screening is carried out under the professional guidance of the department of health or a hospital or medical center under the department of health, and supervised by the commune-level military command and the regional defense command.
According to the assigned enlistment quota, in 2026, Thanh Yên commune will select 30 citizens for enlistment, of whom 20 will perform military service and 10 will join the People’s Public Security service. The selection and calling of citizens for enlistment in 2026 has been prepared by Thanh Yên commune in a public, transparent manner, in strict compliance with legal regulations. This has received the consensus of the general public. The Thanh Yên commune Military Service Council coordinated with the commune Medical Clinic to organize the preliminary health screening for military and People’s Public Security service in 2026 for 105 citizens in the area. Thanks to good communication work and smooth coordination between agencies, unions, and members of the Military Service Council, the preliminary screening was organized seriously, objectively, and in accordance with regulations. Through the screening, the commune Military Service Council selected 63 out of 105 youths who met the criteria to participate in the enlistment medical examination. Among them, 15 citizens voluntarily wrote applications to enlist.

Mr. Lò Văn Thi, Commander of the Thanh Yên commune Military Command, said: “After the results of the preliminary screening are available, the Commune Military Service Council publicly posts the list of cases that meet the standards for education, political background, and health to proceed to the provincial-level military service medical examination. The list is posted at the commune-level People’s Committee headquarters and at the cultural houses of villages and residential groups so that all citizens are aware and can perform their duty according to the regulations.”
According to the 2026 enlistment quota for Búng Lao commune, 47 citizens are to be selected, including 35 for military service and 12 for People’s Public Security service. Implementing the 2026 plan, Búng Lao commune had 225 out of 230 citizens of military service age participate in the preliminary screening. The few who were absent were mainly working far away and could not be present in time. The results of the preliminary screening showed that 120 citizens are eligible for the regional military service medical examination.
Mr. Trương Hồng Bách, Chairman of the Búng Lao commune People’s Committee, stated: “The preliminary screening was carried out seriously, strictly, and in the correct order, ensuring it was public, transparent, and in accordance with the law. The commune identifies this as an important step in preparing a pool of citizens ready for enlistment, contributing to building an increasingly strong police and army force that meets the requirements of national defense and security in the new situation.”
In 2026, the entire province has been assigned a target of selecting and calling up 850 citizens for military service (not including those for People’s Public Security service). Besides the advantages of being a locality with a revolutionary tradition and many young people voluntarily applying for military service, the 2026 selection and enlistment process in the province still faces some difficulties. The screening of citizens for enlistment, exemption, and deferment is challenging due to the implementation of the two-level local government model and the reorganization of local military agencies. The area is large, and commune-level military staff are not yet at full strength. Some areas were severely affected by the floods in late July and early August of this year. Socio-economic difficulties also mean that most young people of enlistment age are working far from home and are not present in the locality.
To ensure the recruitment process is a “complete process and with quality recruits,” right from the beginning of the year, the provincial Military Command advised the provincial Military Service Council to direct localities to focus on implementing solutions to improve the quality of military service registration. It has instructed military agencies to coordinate with the police at all levels to review and firmly grasp the number of citizens of enlistment age, to organize military service registration in accordance with regulations, and to promote the dissemination, communication, and education of the law on military service to the people.
