Điện Biên Leader Calls for Solutions to Advance Digital Transformation

ĐBP - The Chairman of the People's Committee of Điện Biên Province has called for solutions to implement Project 06, which focuses on developing applications for population data, identification, and electronic authentication to serve the national digital transformation from 2022-2025, with a vision to 2030. Chairman Lê Thành Đô made these remarks while chairing a conference to review the implementation of Project 06 in the province on Thursday morning.

Lê Thành Đô, Chairman of the People’s Committee of Điện Biên Province, speaks at the conference.

Despite the province hosting numerous major events in the first six months of 2024, the tasks of Project 06 have been continuously implemented and maintained as planned. Achievements include the 100 per cent completion of cleaning population data, enriching and updating data, ensuring the security and safety of the province's information system, achieving 80.76 per cent social security payments (a 36.7 per cent increase compared to 2023), 91.22 per cent in tuition and student benefits payments (a 53.34 per cent increase), and reaching 97.7 per cent in providing 25 online public services under Project 06 across the province, with some areas achieving 100 per cent.

However, there are risks of delays in some tasks of Project 06. These include cleaning land data and housing information, digitising data on administrative procedures related to land and housing without specific solutions and timelines, and slow progress in cleaning sectoral data in labour, construction, tax, and banking. Some pilot models have either not been implemented or have been implemented without results, and there are signs of slackness in executing Project 06 tasks in some agencies and units.

During the meeting, participants also discussed and proposed solutions and directions for effectively implementing the tasks of Project 06 in the future, focusing on updating and compiling data, digitising administrative procedures, and receiving and addressing public feedback through the Điện Biên Smart application.

Chairman Đô requested that members of the Project 06 Steering Committee, the assisting team, and leaders of agencies and units continue perfecting the legal framework, review, upgrade, and develop technological infrastructure to ensure synchronisation and meet the needs for connectivity, sharing, and authentication with the national population database.

He emphasised accelerating digitisation and creating shared data to facilitate electronic transactions between citizens, businesses, and government agencies. Security, safety, and confidentiality must be ensured, and awareness and responsibility for system security and safety should be heightened among officials and workers.

Agencies and units assigned to lead the pilot models of Project 06 must continue to implement them seriously to bring practical results, contributing to promoting digital transformation in the locality, he said.
