Điện Biên district urged to speed up urban development and infrastructure improvements

ĐBP - The Party Standing Committee of Điện Biên Province held a working session with the Party Standing Committee of Điện Biên District on Wednesday afternoon to assess the district's political achievements and establish priorities for the remainder of the 2020-25 term. The meeting was chaired by Trần Quốc Cường, Secretary of the Provincial Party Committee and Member of the Party Central Committee, alongside Permanent Deputy Secretary Mùa A Sơn and Provincial People's Committee Chairman Lê Thành Đô.

Since the term began, Điện Biên District has made notable progress in implementing the resolutions of its 20th Party Congress. The district has successfully achieved or surpassed 12 out of 17 key targets, including a significant reduction in the poverty rate to 7.71 per cent, down 4.17 per cent since 2020.

Eighteen communes now meet or are close to meeting the new-style rural area standards, with three reaching advanced new-style rural status. Additionally, the district reports that 105 villages have achieved new-style rural status, with several recognised as exemplary models.

Disaster prevention and response have been a critical focus for the district, particularly following the severe natural disaster in Mường Pồn Commune on July 25, which resulted in seven fatalities, injuries to seven others, and extensive damage to property and agriculture. The disaster caused losses estimated at approximately VNĐ175 billion (US$7 million).

In Party-building and political consolidation, the district has aligned its efforts with directives from higher authorities, successfully meeting its annual target of recruiting 310 new Party members. However, district leaders are now urging provincial support to prioritise resource allocation for achieving new-style rural construction goals and for the expansion of the C1 cemetery in Thanh Luông Commune, with a proposed investment of VNĐ30 billion.

They also advocate for the creation of a Điện Biên rice cooperative alliance to enhance the rice industry's value chain and protect the Điện Biên rice brand.

In concluding the meeting, Secretary Trần Quốc Cường commended the district's efforts but highlighted several ongoing challenges. These challenges include the lack of a central district hub, slow progress in meeting urban development standards, and inefficiencies in managing transportation infrastructure. He also pointed out issues in land and forest management, as well as sluggish coordination with investors, as areas requiring urgent attention.

Secretary Cường called on the district to continue its thorough review of the achieved targets and to focus on improving the remaining five targets that have yet to be met. He emphasised the critical importance of Điện Biên District's role in the province's broader economic, social, and national defence-security strategy, urging the district to accelerate the implementation of the provincial development plan for 2021-2030, with a vision towards 2050.

The district is expected to expedite the revision and completion of its urban and rural planning, ensuring alignment with national guidelines to foster coherent and sustainable development across all communes.
