Điện Biên determined to innovate and adapt flexibly after organizational apparatus restructuring

ĐBP - In carrying out the administrative reform revolution and restructuring the organizational apparatus towards efficiency, effectiveness, and streamlining, Điện Biên province has proactively and decisively implemented comprehensive measures to reorganize its administrative apparatus and political system.

Immediately after the restructuring, agencies and units stabilized and ensured the seamless operation of the new system, preventing any work disruptions while meeting development demands.

Before the restructuring, Mường Chà district had 13 specialized agencies under the district People’s Committee. After thoroughly studying and disseminating central and provincial directives, the district implemented the restructuring in a synchronized and disciplined manner, securing widespread support among officials, civil servants, public employees, and workers. On March 1, 2025, the district People’s Council passed a resolution on the establishment and reorganization of specialized agencies, reducing the number from 13 to 10. Several departments were merged, notably the establishment of the Office of the People’s Council and the People’s Committee by merging the former offices with the Health Sub-department; the merger of the Sub-department of Home Affairs with the Sub-department of Labor, Invalids, and Social Affairs; and the integration of the Sub-department of Natural Resources and Environment with the Sub-department of Agriculture and Rural Development into the new Sub-department of Agriculture and Environment.

The “One-Stop-Shop” unit of the Mường Chà district People’s Committee continues to receive citizens and process administrative procedures.

Recognizing that streamlining the apparatus not only saves resources but also enhances service efficiency, departments and agencies have thoroughly communicated these policies to every unit and official. This has ensured that civil servants and public employees understand the objectives and roadmap of the restructuring, thereby fostering confidence and maintaining their sense of responsibility.

Trần Mạnh Minh, Head of the Sub-department of Agriculture and Environment of Mường Chà district, stated: “The adjustments to functions, tasks, and organizational structure were carried out scientifically and rationally, minimizing disruptions while ensuring stability and maximizing the effectiveness of each official. As a result, staff members quickly adapted to their new roles and began working immediately in their assigned positions. Professional activities have continued smoothly without interruptions during the restructuring process.”

In Điện Biên district, the restructuring of the administrative apparatus has also been implemented rigorously and effectively. Following the review of Resolution 18 of the Central Party Committee, the Điện Biên district’s Party Committee issued specific action plans and directed the district People’s Committee and relevant agencies to develop and execute restructuring proposals in accordance with central and provincial guidelines. The implementation process was carried out systematically and cautiously, gaining strong consensus from leaders and managers. Civil servants and public employees in the district demonstrated high responsibility, quickly adapting to changes and ensuring continuous work operations without disruptions.

Cao Thị Tuyết Lan, Member of the Standing Board of the provincial Party Committee, Secretary of the district’s Party Committee, and Chairwoman of the Điện Biên district People’s Council, affirmed that after the restructuring, new departments and Party organizations quickly stabilized and executed their assigned tasks with urgency and responsibility. Units have proactively revised and adjusted their operational regulations and organizational structures to ensure effective and appropriate functioning. The execution of tasks in 2025 and beyond is being pursued with strong determination, laying the foundation to meet and exceed socio-economic development targets in the district.

The restructuring of the organizational apparatus in Điện Biên province has been carried out methodically and according to schedule. Under Resolution No.26-NQ/TU, dated February 12, 2025, of the provincial Party Committee on streamlining the organizational apparatus, Điện Biên province has dissolved six Party delegations and three Party committees, transferring their functions and duties to corresponding Party organizations in relevant agencies. Specialized committees have been merged, dissolved, or reorganized to enhance operational efficiency. As a result, six new departments have been formed: The Department of Finance (merging the Department of Planning and Investment with the Department of Finance), the Department of Construction (merging the Department of Construction with the Department of Transport), the Department of Science and Technology (merging with the Department of Information and Communications), the Department of Agriculture and Environment (merging the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment), the Department of Home Affairs (merging with the Department of Labor, Invalids, and Social Affairs), and the Department of Ethnic and Religious Affairs. After the merger, the province now has 14 departments and sectors, with a restructured administrative apparatus that operates more efficiently and effectively.

Officials, civil servants, and employees across the province immediately resume work and supervise projects after the restructuring and streamlining of the apparatus.

Immediately after completing the restructuring, agencies, units, and localities quickly reassigned tasks, consolidated personnel, issued operational regulations, and clearly defined the functions and responsibilities of each subordinate department. The placement and utilization of staff were carried out appropriately, ensuring that individuals were assigned to positions that matched their expertise, professional skills, and strengths. This enabled newly merged units to swiftly maintain continuous operations without interruptions, ensuring that political duties were fulfilled, and public services remained unaffected.

Throughout the implementation of the new model, the spirit of urgency and responsibility has been evident in every agency and unit. Civil servants, public employees, and workers across the province have strictly adhered to the restructuring policies, overcome initial challenges, quickly adapted to their new roles, and strived to fulfill their assigned tasks effectively. This has contributed to promoting socio-economic development, ensuring national defense and security, and better serving the needs of residents and businesses in the province.
