Mường Phăng commune was established by merging the three former communes of Nà Nhạn, Pá Khoang, and Mường Phăng. The entire commune has 50 villages; the commune Party Committee has 2 constituent party committees and 67 affiliated party cells, with a total of 1,017 party members.
After the merger, the large area, large population, and decentralized tasks require the government apparatus and grassroots party organizations to adapt flexibly and effectively. In this context, the commune Party Committee determined that developing a contingent of ethnic minority officials and party members plays an especially important role, considered a “bridge” to bring the Party’s guidelines and policies to every village and household.
Hoàng Văn Quyền, Secretary of the Mường Phăng commune Party Committee, said: For ethnic minority party members to effectively fulfill their “bridging” role between the Party and the people, the Party Committee focuses on leadership to enhance their political courage, professional knowledge, and digital skills. At the same time, it emphasizes the development of new Party members, especially from the ranks of youth union members, and creates favorable conditions for fostering and admitting Party members in remote villages.
The Party Cell of Yên 2 village is a bright spot in the Mường Phăng commune Party Committee’s Party-building work. Previously, the cell only had a few elderly Party members and had to conduct joint activities with other cells. The commune Party Committee assigned Party members to directly join their activities, guiding and supporting the work of sourcing and admitting new members. As a result, the number of party members has grown steadily. Today, the cell has 14 Party members and introduces 2-3 outstanding individuals to attend Party awareness classes each year.
Lù Văn Việt, Secretary of the Yên 2 village Party Cell, said that thanks to doing a good job of sourcing candidates, in 2024 the Party Cell introduced 3 outstanding individuals to attend the Party awareness class, including one case who is eligible and preparing for Party admission.
In Nà Bủng commune, Party member development work is linked with communicating and mobilizing the people to change their mindsets and ways of working, to actively participate in building a cultural life, and to maintain border security. According to Nguyễn Văn Tiếp, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Nà Bủng commune, the specific characteristics of a highland border commune are a large area, difficult transportation, and an uneven level of education among the people. In particular, most young people in the villages work or study far from home, and many women, after being selected for Party awareness fostering, end up marrying and moving elsewhere. Therefore, the work of sourcing and developing Party members is as difficult as in many other highland communes.
To resolve and overcome these difficulties and obstacles at the grassroots level, the Nà Bủng commune Party Committee has led the effort to source new Party members through specific, effective actions.
The Nà Bủng 1 village Party Cell currently has 10 Party members, 100% of whom are Hmong. Most are young, dynamic, and committed to the locality. Giàng A Vừ, Secretary of the Nà Bủng 1 village Party Cell, shared: “In the past, people in the village were hesitant and didn’t clearly understand the meaning of striving to join the Party. Thanks to the Party members in the cell always being exemplary, approachable, and matching their words with deeds, people’s awareness has changed markedly. We regularly hold village meetings, integrating communication about the Party’s guidelines and policies, and select youth union members who have high capacity and a strong sense of responsibility to foster and recommend for Party admission. As a result, our Party member development work is increasingly effective, adding strength to the party cell and contributing to maintaining political security and the great national unity bloc.”
Through methods suited to local characteristics, highland party organizations have continuously strengthened their forces, improved the quality of their Party cells, and created a source of successor officials who are firm in politics, ideology, and practical capacity.
Effective Party member development work has contributed to enhancing the leadership capacity and combat strength of Party organizations, reinforcing the people’s trust in the local Party committees and government.
