ĐBP - On the afternoon of November 8, a Government working delegation led by Deputy Prime Minister Lê Thành Long visited and worked with Điện Biên province.

Working with the delegation, on the Điện Biên province side, were Trần Tiến Dũng, Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee; Hà Quang Trung, Deputy Secretary of the provincial Party Committee; and Lò Văn Phương, Chairman of the provincial People’s Council, along with members of the Standing Board of the provincial Party Committee, leaders of the provincial People’s Committee, and leaders of provincial departments and sectors.

At the working session, Chairman of the provincial People’s Committee Lê Thành Đô reported to the government delegation on the province’s socio-economic situation. As of the end of the third quarter of 2025, the province’s economic targets continued to maintain stable growth; the GRDP growth rate was estimated at 6.76%, and the economic structure shifted in the right direction. Total social development investment capital was estimated at over VND 13,700 billion, reaching nearly 50% of the annual plan. In 2025, several key projects, which are significant in creating development momentum, were launched, such as the urban residential, commercial, and service area project in residential groups 17 and 18, Him Lam, Điện Biên Phủ ward; the Mường Thanh A urban area, Điện Biên Phủ ward; and the Mường Thanh airport walking street.

Key tasks in the economic sector, such as business production, construction, and planning, and the socio-cultural field have seen clear progress. Poverty reduction and social security work have achieved many positive results. Regarding the implementation and disbursement of the public investment capital plan, the total 2025 state budget investment capital assigned to Điện Biên province by the Prime Minister was over VND 3,814 billion. As of October 31, 2025, the province had allocated and detailed over VND 3,332 billion, equal to 87% of the assigned capital. Cumulative disbursement as of October 31, 2025, reached over 52% of the assigned capital plan.

Regarding the implementation of investment projects for inter-level boarding schools in border communes, per Conclusion Notice No.81 of the Politburo, the Si Pa Phìn commune Inter-level Primary and Lower Secondary School project was approved with a total investment of VND 228.5 billion. Construction is proceeding urgently in “3 shifts, 4 teams,” striving for completion before January 10, 2026, and to be put into use in January 2026. For the nine inter-level boarding schools in border communes, Điện Biên province held a groundbreaking ceremony for three schools (Sam Mứn, Nà Bủng, Núa Ngam) on November 2, 2025. On November 9, it will organize a simultaneous groundbreaking for the remaining schools: Thanh Nưa, Sín Thầu, Quảng Lâm, Nậm Kè, Thanh Yên, and Mường Nhà.

Notably, with great effort and determination, Điện Biên has recently implemented the two-level local government model well, ensuring no disruption to political or economic tasks. The operations of the commune-level government are smooth and orderly, meeting the needs of the people and businesses well. The ideology of officials, party members, and the public is stable and in consensus, and political security and social order are maintained. During this time, Điện Biên also successfully directed the commune-level Party congresses and successfully organized the 15th provincial Party Congress for the 2025 - 2030 term, creating an atmosphere of excitement and trust among officials, party members, and the people.

At the meeting, provincial Party Secretary Trần Tiến Dũng stated that Điện Biên identifies tourism as a strength but is currently facing difficulties with transport connectivity. Therefore, the province requests attention and investment in the Sơn La - Điện Biên expressway. Currently, the documentation and preparatory steps are complete; if approved and supported by the Central Government, it will be fully eligible to start construction in June 2026. provincial Party Secretary Trần Tiến Dũng expressed his hope that the Deputy Prime Minister would pay attention and direct the early opening of the A Pa Chải - Long Phú border gate to promote tourism and trade, and also direct the establishment of a Hồ Chí Minh City - Điện Biên flight route to attract tourists, especially from the South.

Speaking at the meeting, Deputy Prime Minister Lê Thành Long praised the spirit of effort, unity, and the creative methods of the Party Committee, government, and people of Điện Biên province in socio-economic development, especially the positive results in investment attraction, poverty reduction, education development, and ensuring border security.

Regarding future tasks, Deputy Prime Minister Lê Thành Long requested the province to seriously implement the tasks and targets assigned by the central government, ensuring efficiency, quality, and punctuality. The Deputy Prime Minister urged the province to strengthen its grasp of the practical situation, proactively resolve administrative procedure obstacles, especially in remote areas, and build specific growth scenarios for the final months of 2025, 2026, and the next phase, promoting a spirit of unity in leadership to create breakthroughs. In particular, tourism must be identified as a key economic sector, linked with establishing quality destinations, standard accommodation services, and strengthening human resource training, especially foreign language skills for the local workforce. The Deputy Prime Minister also requested a focus on implementing tasks in education and health, including investing in full equipment and facilities for commune and ward health stations, and reorganizing the district-level health center model to be streamlined, effective, and with clear decentralization.

The Deputy Prime Minister suggested the province consider and survey aviation connections to create conditions for airlines to open routes to the locality, while also proactively working with relevant agencies to resolve difficulties and obstacles.

Regarding the province’s recommendations, Deputy Prime Minister Lê Thành Long requested that they should be compiled and reported to the Government Office to be assigned to ministries and sectors for research, consideration, and approval.

Prior to the meeting, Deputy Prime Minister Lê Thành Long and the working delegation laid wreaths and offered incense at the Temple of Martyrs at the Điện Biên Phủ Battlefield and the A1 National Martyrs’ Cemetery.
