Contractors ordered to speed up key projects

ĐBP – Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Điện Biên Province, Lê Thành Đô, has instructed contractors to implement a 24-hour, three-shift work schedule to expedite the completion of crucial infrastructure projects. The directive was issued during an on-site inspection and progress review of several major projects in Điện Biên Phủ City and Điện Biên District on Friday.

Chairman Đô inspected several key projects, including packages No. 4 and 5 of the Động Lực road project, the development of resettlement areas at the province's central political-administrative hub, and a project aimed at stabilising residential areas and supporting socio-economic development in the Sơn La Hydropower resettlement zone in Điện Biên Phủ City. He also reviewed the construction of a provincial office combined with a radio-television production centre, as well as the Nậm Rốm River Basin natural disaster management project, designed to protect livelihoods, adapt to climate change, and promote regional socio-economic growth.

Several urban beautification initiatives were also examined.

Progress reports from relevant departments and project investors highlighted some advancements, though challenges remain. The Nậm Rốm River Basin project, in particular, faces land clearance issues. In Điện Biên District, 14 households have yet to be evaluated due to land disputes, and the land origin for 75 households requires verification, as land was transferred without legal procedures. Meanwhile, in Điện Biên Phủ City, disputes affect 11 households, with assessments pending for 30 more.

To date, construction has begun on five out of seven project packages, representing 16.34 per cent of the total contract value. Disbursement for this year has reached 33.7 per cent.

Chairman Đô acknowledged the efforts made by contractors and investors, noting that progress has improved since the last inspection on August 19. However, he emphasised that project implementation and fund disbursement remain behind schedule.

To expedite progress, he urged all parties to marshal resources, mobilise manpower, and implement effective strategies to accelerate the work.

For packages No. 2 and 3 of the Nậm Rốm River Basin project, the city's People’s Committee was instructed to work closely with relevant agencies to verify land origins and encourage residents to hand over their land.

Regarding package No. 4, land ownership must be transferred to the Thanh Trường Ward People’s Committee, with compensation policies for residents to be applied in accordance with legal regulations.

With only five per cent of the project packages completed in Điện Biên District, the local People’s Committee is required to collaborate with relevant agencies to assess, support, and compensate affected households, facilitate land clearance, and finalise ongoing land surveys.

For the Động Lực road project, Điện Biên Phủ City and Điện Biên District have been tasked with accelerating land clearance and promptly handing over the land. They may also utilise land from other resettlement projects to accommodate eligible households, while providing temporary housing support for displaced residents.

Chairman Đô stressed the importance of contractors intensifying their efforts, with construction taking place in three shifts, day and night, to meet deadlines.

Investors are expected to enhance oversight to ensure the quality of construction, with penalties imposed on any contractor failing to meet progress targets, as stipulated by regulations.
