Building a strong and comprehensive grassroots level government

ĐBP - Maximizing the effectiveness and efficiency of state management at the grassroots level has not only led to positive changes in the working style and discipline of officials and civil servants in Mường Ảng district, Điện Biên province but has also created favorable conditions for residents and businesses, ensuring their satisfaction in administrative transactions.

At the “one-stop shop” of the Mường Ảng town People’s Committee, with dedicated guidance from staff, Ngọc Anh and Hồng Nhung completed their marriage registration in just 15 minutes. Holding their marriage certificate, along with warm congratulations from the town leaders, the couple expressed great joy. Ngọc Anh shared: “Every step of the process was smooth. The officials here are open and friendly. If we had any questions, they patiently explained everything. We are truly satisfied”.

Every day, the Mường Ảng town People’s Committee processes dozens of applications across various fields. Regardless of the type of request, the improved service approach has consistently left a positive impression on citizens. Since 2024, 99.9% of all applications received have been completed ahead of schedule.

According to Lương Đức Tuấn, Chairman of the Mường Ảng town People’s Committee, fostering strong public trust in the government requires each official and civil servant to adhere to the motto: “Respect, engage with, empathize with, learn from, and faithfully serve the people”. Additionally, they follow principles such as “Listening to the people, clearly communicating policies, guiding implementation, and fostering public trust”.  Party directives and state policies are widely disseminated, and the successful implementation of grassroots democracy regulations has strengthened both the leadership capacity of local Party committees and the governance effectiveness of the town administration.

In June 2024, Mường Ảng town launches the “Friendly government” model with the slogan: “A friendly government - serving the people is our responsibility”..

To establish a strong and comprehensive local government, the Mường Ảng district People’s Committee has instructed communes and towns to strictly adhere to work regulations, enhance leadership, management, and administrative capacity, and continuously reinforce mass organizations to maintain close ties between the government and the people. This approach enables timely resolution of emerging issues at the grassroots level.

Great emphasis is placed on training and professional development for officials and civil servants, covering expertise, political theory, communication skills, workplace etiquette, and ethical standards. Each year, the district sends hundreds of local officials and non-specialized staff for training. In 2024, 100% of planned training targets were met, with some programs even exceeding expectations. Most trained officials demonstrated improved competency, meeting the demands of their roles while upholding professional ethics.

At “one-stop shop”, across all communes in the district, citizens receive clear and thorough guidance on administrative procedures.

According to Đào Duy Thạch, Head of the Home Affairs Sub-department of Mường Ảng district, efforts to build a transparent and capable government have resulted in significant progress. Over successive terms, the qualifications of commune-level officials and civil servants have met government standards, possessing at least intermediate-level political and professional education. Consequently, governance and administrative management have improved from the outset of each term, with a strong emphasis on accountability to the people. Regulations on work procedures and grassroots democracy have been institutionalized, particularly in consulting the public before making decisions that affect their lives - an approach that has garnered widespread public trust and support.

The year of 2025 marks  political milestones for the country as it enters a new era - the era of national rise. At the same time, both central and provincial authorities are actively reviewing the implementation of Resolution 18-NQ/TW regarding the restructuring of the political system for higher efficiency. In line with this, agencies in Mường Ảng district have been rigorously implementing streamlining measures to ensure legal integrity, reinforce public confidence in the Party’s leadership, and strengthen governance at all levels.

With a strong commitment to public service, Mường Ảng district regularly organizes cultural and artistic activities to enhance community engagement.

However, the Mường Ảng district People’s Committee has observed that some officials still exhibit hesitation, avoidance, and fear of making mistakes, leading to passivity in decision-making. Issues such as reluctance to take responsibility and inadequate adherence to administrative discipline have negatively impacted work efficiency and progress.

To address these concerns, the district leadership has prioritized administrative discipline, accountability, and service efficiency. The Home Affairs Sub-department of Mường Ảng district, in collaboration with other relevant offices and local governments, has intensified inspections - especially unannounced inspections - to ensure compliance. Officials found violating workplace regulations, showing incompetence, or evading responsibilities are subject to strict disciplinary measures. Underperforming staff may be reassigned or removed from their positions to maintain administrative efficiency.

According to Thạch, while occasional mistakes are inevitable, cases involving deliberate negligence, avoidance, or irresponsibility - resulting in delays or failures in decision-making - will be subject to formal review and disciplinary actions in accordance with Party and state regulations.
