The Standing Board of the provincial Party Committee has defined learning and following Hồ Chí Minh as a central, long-term political task, and directed its implementation with initiative, determination, creativity, and practicality. Guidance documents and implementation plans have been issued promptly and comprehensively. Thematic programs have been deployed systematically, with innovation in both content and methods, ensuring relevance, memorability, and ease of application and supervision. The study is closely tied to Central Party Committee’s Resolutions No.4 (sessions XI, XII, XIII) on Party building and rectification, as well as regulations on role-modeling.
To date, the province has established over 2,100 models for studying and practicing Uncle Hồ’s teachings. From daily good-deed journals to the “Three Adherences, Four Togethernesses” movement in the armed forces; from “Suggestion and Self-Reflection Boxes” in public service agencies to programs such as “Helping Each Other Develop Economically” and “One Good Deed a Week” within associations and mass organizations, all share the same goal: to embody Hồ Chí Minh’s values through concrete and practical actions.
In the administrative sector, the model “Officials and Civil Servants Strive to Uphold Office Culture” has improved efficiency, tightened discipline, and significantly enhanced attitudes toward serving the people. Local Party committees have avoided superficiality and formalism. All key leaders at every level have drawn up personal plans for study and self-improvement, strictly observing role-modeling regulations. Nearly 4,000 thematic inspections have been conducted, promptly identifying and correcting deviations. More than 1,800 exemplary collectives and individuals have been honored, spreading Hồ Chí Minh’s noble values throughout communities.

Studying and following Hồ Chí Minh’s thought, morality, and style is not only a political requirement but also an internal driving force for Party building and comprehensive development. The principle of “self-reflection and self-correction” has been identified as a “red thread” in the training of Party members and officials. Many Party committees have innovated leadership methods, reinforced discipline, and cultivated a scientific, transparent, and people-oriented working style. Evaluations of officials are now tied to their commitment to Hồ Chí Minh’s values, their responsibility to set examples, and their attitude in serving the people.
The movement has spread across practical campaigns such as “Skillful Mass Mobilization,” “All People Unite to Build Cultural Life,” “New Rural Development,” and “All People Protect National Security.” These efforts have tapped into the internal strength of the people, creating a solid foundation for sustainable growth. In practice, wherever Party committees emphasize Hồ Chí Minh’s teachings, work proceeds smoothly, public trust strengthens, and social consensus grows. When the study and practice of Uncle Hồ are linked to political tasks and everyday life, they become a powerful source of energy for building an effective political system.
Over the past decade, Party committees, organizations, and armed forces in Điện Biên have connected the implementation of Directive 05 with maintaining political security, public order, and safeguarding national sovereignty along the border. Political education and ideological training have been widely promoted among officers, soldiers, and border residents, raising awareness, revolutionary vigilance, and community participation in crime prevention and local security.
The provincial Police’s Party Committee has launched practical initiatives such as “One Good Deed a Day for National Security and People’s Happiness,” integrating Uncle Hồ’s teachings into the mission of ensuring safety and order. The provincial Military Party Committee has combined Directive No.05 with Central Party Committee’s resolutions on Party building, fostering the spirit of “Uncle Hồ’s Soldiers” and resolutely combating individualism, thereby strengthening national defense. The provincial Border Guard’s Party Committee has sustained effective models such as “One Question, One Answer a Week,” with nearly 300 questions implemented, and “Nurturing Steps to School - Border Guard’s Adopted Children,” supporting 76-80 students annually and directly raising 24-27 children each year.
Currently, Điện Biên is implementing the two-tier local government model, an important step in streamlining administration and enhancing efficiency. In this context, reinforcing Directive 05 carries special significance as a spiritual anchor and guiding principle for the entire political system.
According to Lò Thị Minh Phượng, Standing Committee member and Head of the provincial Information, Education and Mass Mobilization Commission, the study and practice of Hồ Chí Minh’s thought, morality, and style have truly spread widely among officials, Party members, and citizens. In the coming period, the key task is to embed this practice into civic culture, professional ethics, and social morality, while aligning it with Resolution No.4, role-modeling regulations, and digital transformation. This will provide the basis for improving the quality of officials and building a clean, strong political system that can achieve the province’s development goals.
Điện Biên is focusing on strategic directions: breakthroughs in transport infrastructure, agricultural development along value chains, tourism linked to cultural preservation, and comprehensive digital transformation. To achieve these goals, every official, Party member, and citizen must take Hồ Chí Minh’s thought, morality, and style as a foundation, learning from him in the simplest things to build Điện Biên into a prosperous, sustainable, modern, and civilized province.
