Tuần Giáo well implements National Target Program for Sustainable Poverty Reduction

ĐBP - Leveraging its existing potential and strengths, Tuần Giáo District, Điện Biên Province has strategically utilized funds from the National Target Program for Sustainable Poverty Reduction to effectively restructure its agricultural sector. The district has prioritized the development of macadamia and coffee cultivation, aiming to establish Tuần Giáo as a hub of these plants.

In 2024, Chá Hamlet, Quài Nưa Commune, received funding from the National Target Program for Sustainable Poverty Reduction to support the cultivation of over 40 hectares of macadamia trees, including seedlings, fertilizers, and technical training.

In addition to planting over 40 hectares of macadamia, Chá Hamlet is preparing seedlings and plans to cultivate 5 hectares of coffee in 2025.

According to Mr. Cà Văn Chương, Head of Chá Hamlet, 80 out of 95 households in the hamlet have registered for macadamia cultivation. The program provides 278 seedlings per hectare and one bag of fertilizer for every two trees, along with seeds and fertilizers for coffee planting. As of now, Chá Hamlet has expanded its macadamia plantations to nearly 70 hectares, with over 40 hectares planted in 2024 and an additional 5 hectares of coffee planned for 2025.

“The expansion of macadamia and coffee cultivation aligns with the aspirations of local people,” said Chương. “When the commune surveyed economic development needs, residents were highly enthusiastic. Macadamia and coffee trees are easy to grow, require minimal maintenance costs, and suit the traditional farming practices of the local community.”

According to Mr. Lò Văn Pọm, Chairman of the Quài Nưa Commune People’s Committee, implementing the Agricultural Sector Restructuring Plan with a focus on macadamia and coffee has been well-received by local people. “Because the program satisfies local demand, residents are proactive and enthusiastic about its implementation. The commune prioritizes poor and near-poor households to ensure sustainable poverty reduction”, he added.

“In previous years, many households planted macadamia and coffee, but due to small-scale, scattered cultivation and lack of technical knowledge, the economic benefits were limited,” explained Mr. Lò Văn Pọm. “Now, with support from the National Target Program for Sustainable Poverty Reduction, residents receive quality seedlings and technical guidance, resulting in a 99% survival rate and healthy plant growth.”

In 2025, Tuần Giáo District aims to plant an additional 2,000 hectares of macadamia and 2,000 hectares of coffee.

The success of these initiatives has significantly transformed the livelihoods of local people. Chá Hamlet, once one of the most impoverished hamlets in the commune, has now emerged from extreme poverty due to the income generated from macadamia and coffee farming.

Apart from the National Target Program’s practical support, many residents have independently invested in seedlings and farming equipment to enhance production. In 2024, Quài Nưa Commune planted 258 hectares of macadamia and over 120 hectares of coffee. According to the Commune Party Committee’s Resolution, the target for 2025 is to plant an additional 100 hectares of macadamia and over 300 hectares of coffee.

The National Target Program for Sustainable Poverty Reduction has proven highly effective in Tuần Giáo District. In 2024, the district was allocated over VNĐ 93.8 billion, including VNĐ 90.1 billion from the State budget (VNĐ 51.7 billion for 2024 and VNĐ 38.4 billion carried over from previous years) and VNĐ 3.6 billion from local budget. As of 2024, the district had disbursed over VNĐ 61.5 billion, reaching 65.6% of the set budget.

According to Mrs. Nguyễn Thị Thanh Nga, Director of the Tuần Giáo Agricultural Service Center, the district continues to convert low-yield short-term crops into high-value perennial crops such as macadamia and coffee. In 2024, the center implemented 79 macadamia farming projects across 18 communes, with 21 projects funded by the National Target Program, covering 542.5 hectares and involving over 1,740 households.

Currently, Tuần Giáo District has 1,578 hectares of coffee plantations (1,032 hectares planted in 2024, with 491 hectares already producing an estimated 700 tons of coffee). The district’s macadamia plantation area has grown to 5,913 hectares, with 3,359 hectares newly planted in 2024.

The district’s long-term goal is to establish Tuần Giáo as a hub of macadamia and coffee.

Building on these successes, Tuần Giáo will continue implementing two breakthrough strategies in 2025, which are agricultural restructuring, and infrastructure and urban development. The district aims to expand macadamia and coffee plantations by additional 2,000 hectares each in 2025, bringing Tuần Giáo to become a leading cultivation zone for these crops.

To achieve its poverty reduction goals, the Tuần Giáo District People’s Committee has emphasized the need for a coordinated approach involving the entire political system. The strategy centers on the people, especially poor households, ensuring they benefit from supportive policies and the National Target Program for Sustainable Poverty Reduction (2021–2025).

Key strategies include: Strengthening community engagement in planning, fostering self-reliance and determination among the poor to escape poverty; diversifying communication methods to raise awareness of government policies and support programs for poverty reduction; and integrating scientific and technological advancements into production to enhance product quality and establish the “Tuần Giáo Macadamia and Coffee” brand.

With these efforts, Tuần Giáo District is well on its way to becoming a sustainable and prosperous agricultural hub, paving the way for long-term economic development and poverty alleviation.
