Điện Biên resolves site clearance work of the Nậm Rốm River Basin Multi-Hazard Management Project

ĐBP – The Điện Biên Province’s Steering Committee for the Nậm Rốm River Basin Multi-Hazard Management Project, aimed at protecting livelihoods, adapting to climate change, and promoting socio-economic development in Điện Biên Province, conducted a field inspection and held a meeting to assess the project's progress on Friday.

According to a report from the Project Management Board for agricultural and rural development works, the project has commenced, with five out of seven contract packages of 2, 3, 4, 5, 6 already under implementation. Package 1 has not yet been cleared for construction, and Package 7, which involves dredging, will start after the embankment construction.

So far, the value of the construction has reached VNĐ114.4 billion out of a total VNĐ656.8 billion, accounting for 17.42 per cent of the contract value.

The project has faced numerous challenges related to site clearance. To date, the Điện Biên District has approved and paid compensation to 119 out of 285 households, while Điện Biên Phủ City has yet to approve any payments.

The process of verifying land ownership in the wards of Thanh Trường, Mường Thanh and Nam Thanh has been slow. Land along the riverbank has not been strictly managed by authorities, with residents repurposing the land for cultivation and aquaculture, leading to overlaps with previously completed projects.

In Điện Biên District, the People's Committees of the communes of Thanh Chăn, Thanh Xương and Thanh Hưng have been slow to verify land ownership, the creation of assets, and household registration.

They also need to identify families and individuals directly engaged in agricultural production and the agricultural land they are using.

Specifically, Thanh Chăn Commune has one household, Thanh Xương Commune has 28 households that have received full compensation but have not handed over the land, and eight households have not undergone inspection.

Meanwhile, 30 households are still farming on industrial crop land managed by the district authorities. Thanh Hưng Commune is in the process of verifying six families and one organization directly engaged in agriculture.

A leader of the Điện Biên District People’s Committee explains the difficulties in the site clearance process.

To speed up the project’s progress, Tiến instructed that in the coming period, the project investor and local authorities must strictly implement the conclusions of the Chairman of the Provincial People's Committee from previous meetings.

The project investor should continue to work closely with the People's Committee of Điện Biên Phủ City and Điện Biên District to expedite the site clearance process.

Điện Biên District must take decisive action and resolve any remaining issues with site clearance. In cases where residents have been met with and informed multiple times but still refuse to cooperate, compulsory measures in accordance with the law should be applied.
