In his speech at the workshop, Secretary Trần Quốc Cường affirmed that Saint Petersburg, Russia (formerly Petrograd) holds a particularly important role as the cradle of the great October Revolution, and was the first place where comrade Nguyễn Ái Quốc (Hồ Chí Minh) set foot in revolutionary Russia. This city played a tremendously significant role and influence on his revolutionary career. Throughout his revolutionary journey, President Hồ Chí Minh traveled across continents in search of national salvation and found Leninism as the only correct path for Vietnam. With the support of many countries and peace-loving peoples worldwide, especially the invaluable and sincere help from the Communist Party, State, and people of the Soviet Union (now the Russian Federation), the Communist Party of Vietnam and President Hồ Chí Minh successfully led the Vietnamese revolution.

The affection President Hồ Chí Minh held for the Russian people and country is a sacred part of his heart. It was here, on the land of the October Revolution, that he studied, worked, and built friendships with sincere Russian comrades and outstanding international comrades. Images of President Hồ Chí Minh during his years in Russia remain an enduring symbol of the steadfast friendship between the Vietnamese and Russian peoples.

Secretary Trần Quốc Cường also shared information about Điện Biên - the heroic land marked by the historic Điện Biên Phủ Victory, “famous across five continents, shaking the world.” Điện Biên has deeply appreciated the ideological, moral, and lifestyle values of Hồ Chí Minh and has continuously promoted learning and following his example in leadership, party building, and local development. The province has focused on expanding and strengthening international cooperation, especially with Saint Petersburg, in trade, economics, science, technology, society, culture, and people-to-people exchanges. He expressed confidence that the friendship between Vietnam and Russia in general, and between Điện Biên and Saint Petersburg in particular, will continue to flourish, preserving and promoting the friendship and camaraderie nurtured by generations of leaders in both countries.
