“Three Adherences - Four Togethernesses” - A principle in task performance by Sen Thượng Border Post

ĐBP - Mường Nhé District, located at the westernmost point of Việt Nam, requires steadfast protection regarding national sovereignty and borders, alongside efforts to improve living standards of local ethnic minority groups. In this mission, the Sen Thượng Border Post under the Điện Biên Provincial Border Guard Command has established a close-knit relationship with residents through the principle of “Three Adherences - Four Togethernesses.”

The principle entails adherence to units, localities, and policies, while fostering togetherness by embracing the sense of community and the spirit of support in daily and working life. The Sen Thượng Border Post has been a vital force in enhancing the socio-economic and cultural development, maintaining political stability and social order, and firmly protecting the national sovereignty in the area.

Spreading knowledge to and raising awareness of border community

The year of 2024 marked continuous efforts by the officers and soldiers of the Sen Thượng Border Post to raise legal awareness among locals. Reportedly, 39 formal seminars on laws such as the Law on National Border, Law on Forest Protection and Development, and Law on Road Traffic Order and Safety were held, attracting 2,718 participants.

In addition, 22 smaller sessions were organized at 113 households, allowing border guards to engage with families directly. These conversations not only helped locals understand legal policies better but also provided opportunities for officers to have a deep understanding of current challenges faced by the community.

During the commemoration of the 70th anniversary of the Điện Biên Phủ Victory, the Sen Thượng Border Post persuaded 237 households to commit to maintaining security and protecting the shared borderline. For years, this collective effort has served as a shield for the nation’s frontier and underscored the strong bond between the military and the people.

Cultural and sports exchange activities enhance the bond between border guards and local people.

In addition to hosting campaigns to raise the public’s awareness of laws, officers and soldiers of the Sen Thượng Border Post actively participated in infrastructure development and improving people’s living standards. A notable achievement was the installation of 48 solar-powered streetlights in the three most underprivileged villages of Tả Ló San, Long San, and Tả Khoa Pá, that have not connected to the national power grid yet. This project does not only illuminate dark roads but also symbolizes hope for a brighter future.

Through programs supporting students, the post has provided care for 2 children facing extreme hardship under the “Paving the way to school for children - Adopted children of border posts” program. The children receive full accommodations and a monthly allowance of VNĐ 500,000 for educational expenses. What is more, the unit distributed 250 kilograms of rice to assist 15 poor households during difficult times, exemplifying the spirit of solidarity.

Fostering military-civilian ties

As the chilly air of year’s end enveloped the region, the “Spring border warms village people’s hearts” program brought a special warmth to the community. Organized by the Sen Thượng Border Post, the program provided essential gifts such as food, clothing, and school supplies, while also strengthening community ties through cultural and artistic exchanges.

The post presents gifts to its two adopted children.

Beyond material support, the program instilled hope and trust in the continued support of the Party, State, and border guard force to local people. It kindled aspirations for a more prosperous and happy life in this remote border area.

Lieutenant Colonel Lò Văn Ván, Secretary of the Party Committee and Political Commissar of the Sen Thượng Border Post, emphasized: “With the sense of responsibility, the officers and soldiers have effectively implemented the “Three Adherences - Four Togethernesses” principle, bringing significant changes to the lives of ethnic minorities in Sen Thượng Commune. By helping locals overcome outdated customs and embrace a new, prosperous way of life, our actions have enhanced the image of Uncle Hồ’s soldiers, strengthening the bond between the military and the people. These efforts also counterattack divisive plots from hostile forces, ensuring a peaceful and developing border.”

Mr. Lỳ Lóng Cà, Head of Chiếu Sừng Village in Sen Thượng Commune, shared: “The soldiers not only help us build roads and install streetlights but also instruct us in economic practices, like raising cattle more efficiently. Thanks to their support, life in the village has greatly improved. We trust and cherish them as family members.”

Promoting joint activities, the post has assisted residents in adopting effective production methods, gradually moving away from small-scale agriculture. It has also actively mobilized organizations and businesses to join hands in providing resources, thereby amplifying involvement efforts in local socio-economic development.

“For us, there is nothing more valuable than seeing the local community improve their living standards, children attend school, and villages thrive under steadfast protection. Every step forward by the people is a motivation for us to overcome challenges and stay dedicated to this land,” added Lieutenant Colonel Lò Văn Ván.

The tireless efforts of the Sen Thượng Border Post in implementing the “Three Adherences - Four Togethernesses” principle have become a powerful source of inspiration for the community. From simple acts like helping build houses and repairing roads to more significant initiatives in production and education, it has been reshaping the border area and building a stronger frontline for the nation.
