Điện Biên Branch of Vietnam Bank for Social Policies strives to achieve 100% of assigned credit plan in 2025

DBP - On January 20, the Điện Biên Branch of the Vietnam Bank for Social Policies (VBSP) convened a conference to roll out its 2025 mission.

In 2024, the Điện Biên Branch of VBSP closely followed the directives of the General Director of the VBSP and the bank’s Board of Directors, effectively implemented preferential credit policies across the province.

The branch worked closely with relevant departments, sectors, and local authorities to promptly roll out new credit policies, including loans for rural clean water and sanitation, social housing, and re-entry policies and programs for ex-offenders after incarceration.

Overview of the conference.

As of now, the branch’s total credit capital has surpassed VNĐ 5,017 billion, marking an increase of over VNĐ 340 billion compared to 2023, with a growth rate of nearly 7.3%. Over the past year, the branch has effectively delivered preferential credit policies to the intended beneficiaries, consistently improving credit quality. Policy credit capital has provided loans to more than 21,200 low-income households and other priority groups, created nearly 3,300 new jobs through career creation loans, supported the construction or improvement of over 5,600 rural clean water and sanitation facilities, and financed the construction of 69 social housing units. These efforts have significantly contributed to poverty reduction and social welfare in the province.

The quality of credit activities at the communal, district, and provincial levels has been enhanced and strengthened. Among savings and credit groups, 96% are rated good or fair. Transactions via the Policy Credit Management app have surpassed 98%, with all 129 commune-level units classified as excellent and six out of ten transaction offices rated as outstanding. The digital transformation has been given particular attention through services such as mobile banking (24/7 money transfers, payment services, phone top-ups, QR Pay), and the Policy Credit Management app. Additionally, the VBSP is actively coordinating efforts to clean and standardize data for upgrading the Intellect Core Banking system of the VBSP, aiming to enhance management efficiency and expedite the implementation of the Government’s digital transformation plan.

At the conference, several delegates discussed achievements in 2024 and pointed out existing limitations and shortcomings. They proposed solutions to overcome challenges and ensure the effective implementation of key tasks in 2025 for the branch.

For the 2025 missions, the branch aims to align with directions of the VBSP and the provincial People’s Committee, focusing on promoting social welfare and sustainable poverty reduction through policy credit programs. It outlines 8 key objectives, including achieving 100% of its assigned credit plan, maintaining a delinquency rate below 0.25% of total outstanding loans, achieving 100% interest collection, and exceeding 100% of financial targets to ensure employee income. Furthermore, it targets to promote the usage of mobile banking services to over 6,000 clients with outstanding loans and ensure that 98% of savings group leaders use the Policy Credit Management app. To meet these goals, the branch has identified 9 solutions to successfully fulfill its tasks while improving credit quality and ensuring that loans reach the target beneficiaries.

On this occasion, the branch commended outstanding performances in 2024. The Điện Biên District VBSP transaction office received the top award for excellence in the emulation campaign last year. Six units were recognized for outstanding achievements, while 7 units were acknowledged for their commendable efforts. Additionally, 14 individuals received awards for their exemplary professional achievements, and 10 collectives were honored for their exceptional contribution to completing the task of mobilizing entrusted investment funds for poverty alleviation and other policy loans in 2025.
