Proactive measures to combat prolonged severe cold weather

ĐBP - In response to the prolonged severe cold weather, the Điện Biên Provincial People’s Committee has issued an official directive instructing departments, agencies, and local authorities to urgently implement measures to mitigate damage and ensure the safety of residents, crops, and livestock.

Accordingly, provincial authorities are required to closely monitor weather developments, regularly update and disseminate timely information to the public, enabling proactive precautions. Programs on raising the public’s awareness of this issue are being intensified to educate the community on safe cold-weather practices, particularly for vulnerable groups such as the elderly, children, and those at high risk. Residents are also advised against using charcoal stoves in enclosed spaces to prevent carbon monoxide poisoning.

In the agricultural sector, localities have been directed to implement comprehensive measures to safeguard crops, livestock, and aquatic resources. Farmers are encouraged to reinforce animal shelters, stockpile feed, and limit grazing during extreme weather conditions. Agricultural authorities are providing guidance on cold-weather protection methods for crops, advising against sowing during periods of low temperatures to minimize losses.

Local authorities are urged to allocate budget resources and mobilize additional support to assist vulnerable households, particularly impoverished families and policy beneficiaries. Assistance includes the provision of materials and financial aid to strengthen livestock shelters, maintain nursery gardens, and secure sufficient animal feed during the winter.

The provincial Department of Education and Training has been tasked with closely monitoring weather conditions and adjusting school schedules flexibly to protect students’ health. Meanwhile, the healthcare sector is ramping up public awareness efforts, advising on effective cold-weather protection, ensuring adequate medical supplies, and organizing timely medical examinations and treatment, especially in anticipation of the 2025 Lunar New Year (Tết) holiday.

The provincial Department of Natural Resources and Environment is responsible for providing accurate and timely weather forecasts to enable proactive responses from authorities and the public. Additionally, media outlets are urged to intensify weather updates and disseminate cold-weather safety knowledge to help residents protect their health and assets.

The provincial People’s Committee has emphasized that local authorities must remain vigilant and not underestimate the risks of extremely cold weather. District, town, and city-level leaders will be held accountable for any significant losses in human lives, crops, or livestock due to failure to implement adequate cold-weather countermeasures. Ensuring public safety, stabilizing production, and minimizing the impact of extreme weather are top priorities.
